Maybe do a technology to hardware deal where Canada will get the rights to use plans held by 2019 companies ore countries in return for supplying hardware to those countries, i could imagine the Canadian Chambly-class frigates could be mass produced like the Flower-class corvettes. Sounds like a good idea. Of course, redrobin65 would have to decide how it'll play out in the storyline. Do not think the smaller down timer governments, especially those in exile will oppose it as most of the designs, blue prints and such of their 2019 counterparts are not yet worth much to them, so if they sell it to Canada and get some good Hardware for it in return, i think they will be happy.

The Canadian Forces Health Services Group is the unified elements of the Royal Canadian Medical Service and the Royal Canadian Dental Corps brought together in the late 1990s to simplify all health services support to the Canadian Forces. Beforehand, elements of the then-Canadian Forces Medical Service and then-Canadian Forces Dental Service were directly under the administrative and operational controls of the various commands forming the Forces as a whole (Air, Land Forces, Maritime, etc); because of the VERY lean years of the 1990s, it was decided to simplify medical and dental support and concentrate it in a single formation under the Military Personnel Command to better enhance personnel training and operational support. The only personnel of the RCMS that wouldn't be under the administrative control of the Health Services Group would be physician's assistants and medical technicians directly posted aboard a warship, though such could be augmented by shore personnel as required. Once the Shift occurred and the full scale of what had to be done hit home at NDHQ in Ottawa, it was decided to expand the Health Services Group from its geographical two-formation structure (1 Health Services Group covering all RCMS/RCDC personnel based west of the Lakehead in Ontario, 4 Health Services Group covering all RCMS/RCDC personnel east of the Lakehead) into operational groups supporting each of the elements of the Forces. 3 Canadian Forces Health Services Group, with its stone frigate "flagship" commissioned as HMCS McCallum, would form the Navy's integral health services team both at home and abroad. McCallum would be commissioned at a new naval arsenal co-located with the Ottawa Hospital's Riverside Campus just southeast of downtown; it is here that the Surgeon General of the RCN would have his administrative staff. McCallum would be christened in honour of the Navy's first director of medical services, Surgeon Commodore Archibald McCallum. Providing naval reserve reinforcement to McCallum would be Ottawa's new Naval Reserve "hospital ship", HMCS Johns, introduced below.

Unlike the Royal Canadian Medical Service - which is the living epitome of the concept of the "purple trades"; this is where officers and personnel of certain administrative branches of the Canadian Forces can chose which distinctive environmental uniform (Navy blue/black, Army green, Air Force light blue) to wear - the Royal Canadian Dental Corps is an Army-only formation; back in the Great War and World War Two IOTL, it was Army dentists and dental support personnel who provided oral health care for Navy and Air Force personnel. To that end, the RCDC would mobilize individual regiments to support each environmental health service group, with 3rd Regiment RCDC being the one assigned to the Navy. Therefore, you'd have the VERY strange situation of a Navy stone frigate "ship" being commanded by an Army colonel; the commanding officer of the Third Regiment is ALSO the commanding officer of HMCS Bower, which would be located alongside HMCS McCallum at the Riverview Campus of the Ottawa Hospital system. Bower's task would be two-fold. First, it would be the home and headquarters of all RCDC personnel assigned to support the Navy both at home and abroad. Second, it would be the "flagship" for all health services personnel in Ontario and Nunavut as well as become the main command unit for the Navy's ice-breaking hospital ships to be built at Davie in Lévis with the assistance of Fleet Maintenance Facility Niagara in Saint Catharines. Answering directly to Bower would be the Surgeon Commander in charge of all RCMS personnel in Ontario and Nunavut, the Canadian Forces Health Services Centre (North) being constructed at CFB Nanisivik as well as HMC Hospital Ships Angakkuq and Arnakuagsak. Providing naval reserve support to Bower and its subordinate units would be HMC Ships Johns (for all Ottawa-based units listed above as well as CFHSC[N] in Nanisivik), Carleton (providing the pre-commissioning crew for Angakkuq) and York (providing the pre-commissioning crew for Arnakuagsak). Bower is named after Dr. Ira Bower of Ottawa, who presented a paper concerning dentistry in the Canadian Militia back at the 1912 annual meeting of the Canadian Dental Association at McGill University in Montréal; in a way, he could be seen as one of the fathers of the modern RCDC. Angakkuq takes her name from the Inuit term for a medicine man. And Arnakuagsak gets her name from an Inuit goddess, one of the primary deities of the religion, responsible for ensuring the hunters were able to catch enough food and that the people remained healthy and strong. Both ice-breaking hospital ships would, unless needed elsewhere, be intended to spend months up north visiting various villages in Nunavut and the Northwest Territories, based from Fleet Maintenance Facility York in Toronto and Fleet Maintenance Facility Prescott on the Saint Lawrence River during the summer months and switching downriver to Trois-Rivières during the winter months; just because they have Polar Class 2 capabilities, there's no need to damage the hulls unnecessarily transiting the Saint Lawrence Seaway.

In expanding the Navy's reserve forces, Rear Admiral Marta Mulkins would move to create the equivalents of the Army's field ambulance concept into the Naval Health Services Support Division (NHSSD), known in French as the Division Naval d'Appui des Services de Santé (DNASS). These small and dedicated teams of medical and dental personnel would have three tasks in peacetime and war. First, they would provide health services care for the naval reserve flotilla they were operationally tasked to support, including sending RCMS and RCDC personnel out with naval reserve augmentation divisions to various warships. Second, they would be prepared to man Canada's four hospital ships John McCrae, Norman Bethune, Angakkuq and Arnakuagsak whenever those vessels leave port on missions. And third, they would serve as an extra manning pool to augment elements of the Army's and Air Force's health services support groups whenever necessary. To demonstrate their independence from direct Navy administrative control, each of the NHSSDs would be actually commissioned as stone frigate "ships" usually commanded by an RCMS surgeon lieutenant commander or RCDC major; in reflection of what the pre-Unification Navy and the Royal Navy did with their medical staff, all medical officers got the rank title prefix "surgeon" in respect to their qualifications. All NHSSD "ships" would be named after famous Canadian doctors or other personages/locations as suggested by organizations such as the Canadian Medical Association and the Royal College of Physicians and Surgeons of Canada. Each NHSSD would strive for a strength of about 50 officers and non-commissioned members save for the "flagship" of each health services support flotilla like HMCS Sackett, who would have more personnel to handle training and support of the subordinate units in the flotilla. The Naval Health Services Support Flotilla Centre would be headquartered close to one of Canada's most successful medical teaching facilities, McMaster University in the western part of the City of Hamilton; its territory of coverage would include all of Ontario save for the districts of Kenora, Rainy River and Cochrane in the far north.

The Naval Health Services Support Flotilla North, headquartered at the former Canadian Forces Hospital at 4 Wing Cold Lake, would be tasked to assist in covering the largest territory imaginable for a single formation of reservists. Atop all of the Yukon, the Northwest Territories and Nunavut, this formation covers the following areas south of the 60th Parallel North: The Ontario districts of Cochrane, Kenora and Rainy River; the Québec regions of Abitibi-Témiscamingue and Nord-du-Québec; the area of Manitoba's census division #s 22 and 23; most of the area of Saskatchewan's census division #18; the area of Alberta's census divisions #s 12 and 16, plus parts of census division #s 13 and 17; and the British Columbia regional district of Peace River, the regional municipality of Northern Rockies and the Sitkine Region. Put together, this nearly encompasses two-thirds of Canada's total landmass! Due to the unexpected harsh conditions in the north now that the country no longer has to deal with global warming issues, each of the NHSSDs in this flotilla would have both forward and rear operational locations. When needed in the "forward" operational area, NHSSD staff would take up positions in those parts of Canada where road access to main hospitals is scarce if not at all; in this, they would be supported by elements of 2 Canadian Forces Health Services Group (the RCAF's integral health services formation) through the various health services support squadrons, who all contain air ambulance flights of long-range transport helicopters. Each NHSSD in this flotilla would be permanently quartered closer to major hospitals in cities such as Winnipeg and Toronto.

Effectively grown out of the Canadian Forces Health Services Centre (Atlantic) at CFB Halifax, the Fleet Health Services Flotilla Atlantic would be responsible for directly supporting Maritime Forces Atlantic and the Canadian Atlantic Fleet's units ashore and afloat. The flagship of the flotilla, HMCS Lee, is named after the Navy's second senior medical director, Surgeon Commodore E.H. Lee; ironically, the building housing CFHSC(A) is named after S/Cmdre McCallum as introduced above. Atop getting an effective detached battalion from the 3rd Regiment RCDC, the Fleet Health Services Flotilla Atlantic would organize a detachment of CFHSC(A) at CFB Cornwallis to support the reactivated base there as well as gain HMCHS John McCrae once she is completed and commissioned. As many would known, LCol John McCrae is the former artillery officer and later doctor from Guelph in Ontario who, while serving in the Great War, penned the famous poem In Flanders Fields; he would die near the end of the war and would be buried in Wimereux on the English Channel coast of the Pas-de-Calais region of France near the Belgian border. Providing naval reserve health services personnel support to Lee and her subordinate units would be HMCS Tupper (to be introduced below). Helping with the pre-commissioning crew of McCrae would be HMCS Eramosa in Guelph; since the ship would be too large to dock in either Collingwood on Georgian Bay or at Hamilton at the west end of Lake Ontario, she would be docked at FMF Île Sainte-Hélène in Montréal during the summer months and deploy out to Sydney on Cape Breton Island for the winter months.

In effect, the Fleet Health Services Flotilla Pacific would be a direct mirror of its counterpart formation at Halifax; growing from the Canadian Forces Health Services Centre at CFB Esquimalt, it would expand to include a battalion of the RCDC to be based at CFB Esquimalt Detachment Patricia Bay (the militarized Victoria International Airport) as well as a detachment of CFHSC(P) at CFB Prince Rupert along with the second of Canada's non-icebreaker hospital ships, HMCHS Norman Bethune. The formation flagship, HMCS Blair McLean, is named after the last commander of the Navy's medical service before Unification, S/Cmdre T. Blair McLean; the headquarters building for CFHSC(P) at Esquimalt is named in his honour. Providing augmentation from the reserve forces to the flotilla would be HMC Ships Terry Fox (for Blair McLean and CFHSC) and Jasper (for CFHSC Detachment Prince Rupert); both will be introduced below. To provide the pre-commissioning crew for Bethune would be HMCS Segwin; since the ship is meant to support the Pacific Fleet and it would be just a massive waste of fuel to sail her around North America just to have her close to where her naval reserve augmentation division is based at, she would be permanently based out of Fleet Maintenance Facility Fraser's Surrey dockyard.

The problem with downtime countries operating uptime warships is that they have no experience using the systems on those ships, nor do they have the infrastructure to support them. The technological gap from, say, a Tromp class cruiser and a Chambly class frigate is massive. If downtime navies want to learn about missile systems/advanced radar, then it would be easier and much cheaper to start with less advanced systems. Post WW2 and Korean War designs would be easier to work with (such as the British Rothesay and Salisbury class frigates) and would allow the downtime countries to develop their own systems much earlier than OTL. I could see Canada helping with this, but giving away brand new designs is unlikely.

The Naval Military Police Group is an established element of the Canadian Forces Military Police Group, the home formation of all elements of the Canadian Forces Military Police no matter where they would be located or who they would serve under. All that would happen in this case is when mobilized, the NMPG would expand to incorporate a tonne of reserve units as well as have their headquarters and active units across the nation be officially commissioned as His Majesty's Canadian Ships; this is to mark the NMPG units as completely separate from the "pure Navy" operational ships and shore stations. For headquarters and regular force military police units, the naming of the shore frigate "ships" would honour the names of fallen Royal Canadian Navy shore patrolmen who died during or immediately after World War Two IOTL. In the case here, HMCS Walker is named after Leading Patrolman Merrill D. Walker, late of HMCS Bytown, who died on active duty on 21 December 1945. HMCS Spofford, which would be the commissioned name of the Canadian Forces Military Police Unit Ottawa responsible for all security duties at National Defence Headquarters and throughout the National Capital Region, would be named in honour of LP Roy J. Spofford, late of HMCS Carleton, who died on 27 March 1947. Naval Reserve reinforcement to Walker and Spofford would come from HMCS Fort des Outaouais, a newly-established naval shore patrol division who will be introduced below.

The Military Police Flotilla Atlantic would immediately arise from the Canadian Forces Military Police Unit Halifax, which is responsible for all security issues concerning CFB Halifax and all units in the immediate region of same. The new "flagship" of the flotilla, HMCS Elvish, would get her name from LP John J. Elvish, late of HMCS Stadacona, who died while on duty on 14 June 1944. The enhanced CFMPU Halifax would be detailed to set up a detachment at CFB Cornwallis to maintain security for the Canadian Forces Leadership and Recruit School, HMCS Grisle and all other units located there. Naval Reserve reinforcement for Elvish and CFMPU Halifax would come from HMCS Fort Needham based out of 121 Wing Shearwater. Supporting the CFMPU Cornwallis Detachment would be HMCS Fort Sainte-Marie-de-Grace out of Bridgewater.

The primary element of the Naval Reserve contribution to the Naval Military Police Group would be the Naval Shore Patrol Division (NSPD), known in French as the Division de la Patrouille à Terre Navale (DPTN). This would be a platoon-sized group of military police officers and military police non-commissioned members whose tasks would be three-fold. First, they are to prepare drafts of personnel needed to reinforce the Army and Air Force military police forces overseas. Second, they are to be prepared to deploy drafts of personnel to reinforce the operations of the CFMPG in Canada. And third, they are to patrol their assigned sectors of territory and provide security services for all Canadian Forces personnel as well as render aid to the civilian power whenever requested. Five NSPDs would come together as a Naval Shore Patrol Group (NSPG), known in French as Groupe de la Patrouille à Terre Navale (GPTN), commanded by a Navy commander or Army/Air Force lieutenant-colonel; the subordinate NSPDs would be commanded by Navy lieutenant commanders or Army/Air Force majors unless manning shortages demand lieutenants (navy)/captains take charge of the individual units. All NSPDs would be given "Fort" names on commissioning, either honouring an old French or British colonial fortification that existed in the area or simply using a local name when no such fortification existed. 4e GPTN is responsible for the Québec regions of Capitale-Nationale, Saguenay–Lac-Saint-Jean, Mauricie, the parts of Montérégie east of the Richelieu River, Estrie, Centre-du-Québec and Chaudière-Appalaches. The formation also contains the training unit for reserve military police personnel in Military Police Flotilla Atlantic, co-located with NCSM Fort Chambly. 4e GPTN would also provide extra security support to 3e Escadre Bagotville.

The flagship of Military Police Flotilla Centre would be raised from the Military Police Unit at CFB Borden; when the CFMPG divided its forces to cover specific areas of responsibility, the Naval Military Police Group was awarded the extra task of providing security services to NDHQ in Ottawa (now handled by HMCS Spofford) and Canada's largest training base at Borden. HMCS Greenwood is named in tribute to LP Thomas H. Greenwood, late of HMCS Peregrine (a former tender of HMCS Stadacona in Halifax), who died on active duty on 8 April 1947. Naval reserve reinforcement for Greenwood would come from HMCS Fort Willow introduced below.

HMCS Fort Norfolk has the extra tasking of providing the training unit for the Military Police Flotilla Centre, co-located with the Ontario Police College on the grounds of the former RCAF station at Aylmer in eastern Elgin County. Responsible for reinforcing HMC Ships Walker and Spofford in Ottawa as well as other elements of the Canadian Forces Military Police Group based in the nation's capital, 3 NSPG would also be responsible for augmenting the Royal Canadian Mounted Police and Ontario Provincial Police patrolling the Saint Lawrence Seaway as well as covering all naval reserve personnel in the counties of Hastings, Lennox and Addington, Frontenac, Lanark and Renfrew; the united counties of Leeds and Grenville, Prescott and Russel and Stormont, Dundas and Glengarry; the single-tier municipality of Prince Edward County; the independent cities and towns of Quinte West (Trenton), Belleville, Kingston, Gananoque, Brockville, Prescott, Cornwall, Ottawa, Smith's Falls and Pembroke; and the southern part of Nipissing District, including the township municipality of South Algonquin and the unorganized area of the district incorporating Algonquin Provincial Park. Even though there are no units based in the area, the formation would also have responsibility covering the Naval Reserve units in the Québec region of Outaouais across the Ottawa River from Ottawa and Pembroke. This particular formation would cover the Naval Reserve units in most of central and northern Ontario. The divisions assigned to 15 NSPG would provide security in the Ontario districts of Rainy River, Thunder Bay, Algoma, Sudbury, Manitoulin, Parry Sound and the part of Nipissing north of Algonquin Provincial Park (plus all municipalities contained within); the district municipality of Muskoka; and the city of Greater Sudbury. Due to the issue concerning the lack of transportation links between the region of Abitibi-Témiscamingue and the remainder of Québec, NCSM Fort Témiscamingue at Ville-Marie would be assigned as part of 15 NSPG; it would be responsible for all units in the regional county municipality of Témiscamingue across the Ottawa River and Lake Timiskaming from the like-named Ontario district. This is because there is no Québec highway that follows the eastern shore of the Ottawa River from where Route 101 crosses the Ottawa River at Thorne (to become Ontario King's Highway 63) down south and east to where Route 148 crosses the Ottawa at l'Isle-aux-Allumettes near Pembroke (where it becomes Ontario King's Highway 148). Atop its regular duties, 15 NSPG would also provide extra security support for 22 Wing North Bay.

Expanded from the pre-Shift Military Police Unit Esquimalt, the Military Police Flotilla Pacific would be responsible for all security duties at CFB Esquimalt and CFB Prince Rupert as well as all Naval Reserve units in southern British Columbia, Alberta, Saskatchewan and Manitoba. The name of the stone frigate that would be commissioned as flagship of the flotilla, HMCS Nelson, is not in honour of the British battleship but in honour of LP Howard J. Nelson, late of HMCS Burrard (a World War Two IOTL shore unit located at the Jericho Garrison in Vancouver), who died on active duty on 27 December 1945. Naval reserve reinforcement would come from HMC Ships Fort Rodd Hill (for Nelson and CFMPU Esquimalt) and Fort Simpson (for CFMPU Detachment Prince Rupert).

The formation responsible for reinforcing CFMPU Esquimalt as well as guarding the large mass of Naval Reserve formations in metropolitan Vancouver, 13 NSPG would be responsible for all naval units in the regional districts of Capital, Cowichan Valley, Alberni-Clayoquot, Nanaimo, Comox Valley, Mount Waddington, Strathcona, Qathet (ex-Powell River), Sunshine Coast, Metropolitan Vancouver and Fraser Valley. The final formation of the Naval Military Police Group, the Military Police Flotilla North would be responsible for all Naval Reserve personnel in the territories as well as most of the areas in the provinces of British Columbia, Alberta, Saskatchewan, Manitoba, Ontario and Québec that 3 Canadian Forces Health Services Group's Naval Health Services Support Flotilla North covers with personnel from the RCMS and the RCDC. This formation would be headquartered at CFB Nanisivik, centred on the Canadian Forces Military Police Unit to be raised there. The stone frigate to be commissioned as flagship of the flotilla is HMCS Larsen, which is named in honour of RCMP Superintendent Henry A. Larsen, who served on and later commanded the Force's schooner RCMPV Saint Roch from 1928-44 ITOL, including two trans-Arctic voyages from Vancouver to Halifax and back from 1940-44. In doing those voyages, Supt. Larsen was often in command of the ONLY official Canadian government presence in the Arctic. Naval reserve reinforcement for Larsen/CFMPU(N) would come from HMCS Fort La Ronde (see above).

The first of two naval shore patrol flotillas assigned to Military Police Flotilla North, 14 NSPG would be responsible for providing security services to all naval reserve units in the Yukon, Northwest Territories, the British Columbia regional district of Peace River, the regional municipality of Northern Rockies and the region of Sitkine and the Alberta regional municipality of Wood Buffalo (plus the northwest section of the Northern Saskatchewan Administration District close to Lake Athabasca). The flotilla would also be responsible for assisting 1 Canadian Ranger Patrol Group in asserting sovereignty in that territory as well as reinforce Joint Task Force North headquarters and the RCAF at the forward operations bases at Inuvik and Yellowknife. HMCS Fort McMurray would also contain the training unit for the flotilla, which will specialize in high Arctic survival conditions.

The final naval shore patrol group to be formed, 16 NSPG would cover the largest territory of all: All of Nunavut; the area of Manitoba census division #23 at the far northern end of the province; the Ontario districts of Kenora and Cochrane; and the Québec regions of Nord-du-Québec and Abitibi-Témiscamingue (save for the regional county municipality of Témiscamingue). This is a total area of 3,630,802 square kilometres (1,401,859.83 square miles), which is over ONE-THIRD of the Dominion's total landmass! Given the sheer lack of ground transportation, 16 NSPG would liaise with the Air Force's reserve military police squadrons to obtain the necessary lifting capability to get to locations they need to be. Atop being the primary reinforcement flotilla for CFMPU Nanisivik, 16 NSPG would also liaise with 1 Canadian Ranger Patrol Group (in Nunavut), 2e Groupe de Patrouilles des Rangers Canadiens (in Québec), 3 Canadian Ranger Patrol Group (in Ontario) and 4 Canadian Ranger Patrol Group (in Manitoba) concerning assertion of sovereignty in the area of Hudson Bay and the Canadian Arctic islands. The flotilla would also reinforce the RCAF with security personnel at the forward operating base at Iqaluit as well as CFS Alert at the northern end of Ellesmere Island.

The Naval Military Police Group is an established element of the Canadian Forces Military Police Group, the home formation of all elements of the Canadian Forces Military Police no matter where they would be located or who they would serve under. All that would happen in this case is when mobilized, the NMPG would expand to incorporate a tonne of reserve units as well as have their headquarters and active units across the nation be officially commissioned as His Majesty's Canadian Ships; this is to mark the NMPG units as completely separate from the "pure Navy" operational ships and shore stations. For headquarters and regular force military police units, the naming of the shore frigate "ships" would honour the names of fallen Royal Canadian Navy shore patrolmen who died during or immediately after World War Two IOTL. In the case here, HMCS Walker is named after Leading Patrolman Merrill D. Walker, late of HMCS Bytown, who died on active duty on 21 December 1945. HMCS Spofford, which would be the commissioned name of the Canadian Forces Military Police Unit Ottawa responsible for all security duties at National Defence Headquarters and throughout the National Capital Region, would be named in honour of LP Roy J. Spofford, late of HMCS Carleton, who died on 27 March 1947. Naval Reserve reinforcement to Walker and Spofford would come from HMCS Fort des Outaouais, a newly-established naval shore patrol division who will be introduced below.

The Military Police Flotilla Atlantic would immediately arise from the Canadian Forces Military Police Unit Halifax, which is responsible for all security issues concerning CFB Halifax and all units in the immediate region of same. The new "flagship" of the flotilla, HMCS Elvish, would get her name from LP John J. Elvish, late of HMCS Stadacona, who died while on duty on 14 June 1944. The enhanced CFMPU Halifax would be detailed to set up a detachment at CFB Cornwallis to maintain security for the Canadian Forces Leadership and Recruit School, HMCS Grisle and all other units located there. Naval Reserve reinforcement for Elvish and CFMPU Halifax would come from HMCS Fort Needham based out of 121 Wing Shearwater. Supporting the CFMPU Cornwallis Detachment would be HMCS Fort Sainte-Marie-de-Grace out of Bridgewater.

The primary element of the Naval Reserve contribution to the Naval Military Police Group would be the Naval Shore Patrol Division (NSPD), known in French as the Division de la Patrouille à Terre Navale (DPTN). This would be a platoon-sized group of military police officers and military police non-commissioned members whose tasks would be three-fold. First, they are to prepare drafts of personnel needed to reinforce the Army and Air Force military police forces overseas. Second, they are to be prepared to deploy drafts of personnel to reinforce the operations of the CFMPG in Canada. And third, they are to patrol their assigned sectors of territory and provide security services for all Canadian Forces personnel as well as render aid to the civilian power whenever requested. Five NSPDs would come together as a Naval Shore Patrol Group (NSPG), known in French as Groupe de la Patrouille à Terre Navale (GPTN), commanded by a Navy commander or Army/Air Force lieutenant-colonel; the subordinate NSPDs would be commanded by Navy lieutenant commanders or Army/Air Force majors unless manning shortages demand lieutenants (navy)/captains take charge of the individual units. All NSPDs would be given "Fort" names on commissioning, either honouring an old French or British colonial fortification that existed in the area or simply using a local name when no such fortification existed. 4e GPTN is responsible for the Québec regions of Capitale-Nationale, Saguenay–Lac-Saint-Jean, Mauricie, the parts of Montérégie east of the Richelieu River, Estrie, Centre-du-Québec and Chaudière-Appalaches. The formation also contains the training unit for reserve military police personnel in Military Police Flotilla Atlantic, co-located with NCSM Fort Chambly. 4e GPTN would also provide extra security support to 3e Escadre Bagotville.

Newfoundland and Labrador's resident naval shore patrol formation, 8 NSPG would be responsible for not only administering security among the various elements of the Newfoundland Flotilla of the Naval Reserve but also supporting the RCAF at 5 Wing Goose Bay and 9 Wing Gander as well as assisting 5 Canadian Ranger Patrol Group conducting sovereignty patrols in those areas of the province that can't be reached easily by car.

The flagship of Military Police Flotilla Centre would be raised from the Military Police Unit at CFB Borden; when the CFMPG divided its forces to cover specific areas of responsibility, the Naval Military Police Group was awarded the extra task of providing security services to NDHQ in Ottawa (now handled by HMCS Spofford) and Canada's largest training base at Borden. HMCS Greenwood is named in tribute to LP Thomas H. Greenwood, late of HMCS Peregrine (a former tender of HMCS Stadacona in Halifax), who died on active duty on 8 April 1947. Naval reserve reinforcement for Greenwood would come from HMCS Fort Willow introduced below.

The first naval shore patrol division to stand up shortly after the Shift, 1 NSPG would cover the southwestern Ontario counties of Essex, Lambton, Middlesex, Elgin, Perth, Huron, Bruce, Grey, Simcoe and Dufferin; the regional municipality of Oxford County; the single-tier municipalities of Chatham-Kent and Norfolk County; and the independent cities and towns of Windsor, Saint Thomas, London, Saint Mary's, Stratford, Barrie and Orillia. HMCS Fort Norfolk has the extra tasking of providing the training unit for the Military Police Flotilla Centre, co-located with the Ontario Police College on the grounds of the former RCAF station at Aylmer in eastern Elgin County. The formation would also be responsible for reinforcing HMCS Greenwood, CFMPU Borden and the Canadian Forces Military Police Academy (also at Borden).

Responsible for reinforcing HMC Ships Walker and Spofford in Ottawa as well as other elements of the Canadian Forces Military Police Group based in the nation's capital, 3 NSPG would also be responsible for augmenting the Royal Canadian Mounted Police and Ontario Provincial Police patrolling the Saint Lawrence Seaway as well as covering all naval reserve personnel in the counties of Hastings, Lennox and Addington, Frontenac, Lanark and Renfrew; the united counties of Leeds and Grenville, Prescott and Russel and Stormont, Dundas and Glengarry; the single-tier municipality of Prince Edward County; the independent cities and towns of Quinte West (Trenton), Belleville, Kingston, Gananoque, Brockville, Prescott, Cornwall, Ottawa, Smith's Falls and Pembroke; and the southern part of Nipissing District, including the township municipality of South Algonquin and the unorganized area of the district incorporating Algonquin Provincial Park. Even though there are no units based in the area, the formation would also have responsibility covering the Naval Reserve units in the Québec region of Outaouais across the Ottawa River from Ottawa and Pembroke. This particular formation would cover the Naval Reserve units in most of central and northern Ontario. The divisions assigned to 15 NSPG would provide security in the Ontario districts of Rainy River, Thunder Bay, Algoma, Sudbury, Manitoulin, Parry Sound and the part of Nipissing north of Algonquin Provincial Park (plus all municipalities contained within); the district municipality of Muskoka; and the city of Greater Sudbury. Due to the issue concerning the lack of transportation links between the region of Abitibi-Témiscamingue and the remainder of Québec, NCSM Fort Témiscamingue at Ville-Marie would be assigned as part of 15 NSPG; it would be responsible for all units in the regional county municipality of Témiscamingue across the Ottawa River and Lake Timiskaming from the like-named Ontario district. This is because there is no Québec highway that follows the eastern shore of the Ottawa River from where Route 101 crosses the Ottawa River at Thorne (to become Ontario King's Highway 63) down south and east to where Route 148 crosses the Ottawa at l'Isle-aux-Allumettes near Pembroke (where it becomes Ontario King's Highway 148). Atop its regular duties, 15 NSPG would also provide extra security support for 22 Wing North Bay.

Expanded from the pre-Shift Military Police Unit Esquimalt, the Military Police Flotilla Pacific would be responsible for all security duties at CFB Esquimalt and CFB Prince Rupert as well as all Naval Reserve units in southern British Columbia, Alberta, Saskatchewan and Manitoba. The name of the stone frigate that would be commissioned as flagship of the flotilla, HMCS Nelson, is not in honour of the British battleship but in honour of LP Howard J. Nelson, late of HMCS Burrard (a World War Two IOTL shore unit located at the Jericho Garrison in Vancouver), who died on active duty on 27 December 1945. Naval reserve reinforcement would come from HMC Ships Fort Rodd Hill (for Nelson and CFMPU Esquimalt) and Fort Simpson (for CFMPU Detachment Prince Rupert).

Atop those duties, 13 NSPG would also reinforce security efforts at 122 Wing Patricia Bay and 19 Wing Comox.

The final formation of the Naval Military Police Group, the Military Police Flotilla North would be responsible for all Naval Reserve personnel in the territories as well as most of the areas in the provinces of British Columbia, Alberta, Saskatchewan, Manitoba, Ontario and Québec that 3 Canadian Forces Health Services Group's Naval Health Services Support Flotilla North covers with personnel from the RCMS and the RCDC. This formation would be headquartered at CFB Nanisivik, centred on the Canadian Forces Military Police Unit to be raised there. The stone frigate to be commissioned as flagship of the flotilla is HMCS Larsen, which is named in honour of RCMP Superintendent Henry A. Larsen, who served on and later commanded the Force's schooner RCMPV Saint Roch from 1928-44 ITOL, including two trans-Arctic voyages from Vancouver to Halifax and back from 1940-44. In doing those voyages, Supt. Larsen was often in command of the ONLY official Canadian government presence in the Arctic. Naval reserve reinforcement for Larsen/CFMPU(N) would come from HMCS Fort La Ronde (see above).

The first of two naval shore patrol flotillas assigned to Military Police Flotilla North, 14 NSPG would be responsible for providing security services to all naval reserve units in the Yukon, Northwest Territories, the British Columbia regional district of Peace River, the regional municipality of Northern Rockies and the region of Sitkine and the Alberta regional municipality of Wood Buffalo (plus the northwest section of the Northern Saskatchewan Administration District close to Lake Athabasca). The flotilla would also be responsible for assisting 1 Canadian Ranger Patrol Group in asserting sovereignty in that territory as well as reinforce Joint Task Force North headquarters and the RCAF at the forward operations bases at Inuvik and Yellowknife. HMCS Fort McMurray would also contain the training unit for the flotilla, which will specialize in high Arctic survival conditions.

The final naval shore patrol group to be formed, 16 NSPG would cover the largest territory of all: All of Nunavut; the area of Manitoba census division #23 at the far northern end of the province; the Ontario districts of Kenora and Cochrane; and the Québec regions of Nord-du-Québec and Abitibi-Témiscamingue (save for the regional county municipality of Témiscamingue). This is a total area of 3,630,802 square kilometres (1,401,859.83 square miles), which is over ONE-THIRD of the Dominion's total landmass! Given the sheer lack of ground transportation, 16 NSPG would liaise with the Air Force's reserve military police squadrons to obtain the necessary lifting capability to get to locations they need to be. Atop being the primary reinforcement flotilla for CFMPU Nanisivik, 16 NSPG would also liaise with 1 Canadian Ranger Patrol Group (in Nunavut), 2e Groupe de Patrouilles des Rangers Canadiens (in Québec), 3 Canadian Ranger Patrol Group (in Ontario) and 4 Canadian Ranger Patrol Group (in Manitoba) concerning assertion of sovereignty in the area of Hudson Bay and the Canadian Arctic islands. The flotilla would also reinforce the RCAF with security personnel at the forward operating base at Iqaluit as well as CFS Alert at the northern end of Ellesmere Island.

As with other elements of the Canadian Forces, the Canadian Forces Intelligence Command would receive a massive manning boost once the Shift occurs and the Dominion finds itself at war with Nazi Germany in a replay of World War Two. To assist the Royal Canadian Navy with its own intelligence needs, the Intelligence Command would authorize the creation of a Navy-specific intelligence support group to be trained by both the Army's Intelligence Regiment and the School of Military Intelligence in Kingston. With a nod to the United States Navy's own signals intelligence forces, the formation would be designated the Fleet Reconnaissance Squadron, with each naval sector in the Dominion being supported by a Fleet Reconnaissance Unit (FRU), known in French as a Unité de Reconnaissance de la Flotte (URF). Each unit would have within it working elements echoing the main units of the Intelligence Command, covering everything from meteorological forecasting to mapping and geomatics support, imagery production to cryptography/cyber warfare forces, control of shipping to general surveillance/reconnaissance. Due to the massive increase of the Naval Reserve elements of the squadron, the flagship of the unit was set up at a new naval arsenal building in the Ville de Québec borough of Beauport northeast of the old city; this puts the unit close to the headquarters of the Naval Reserves. The ship's name, Onimikì, is derived from the Algonquin name for the Thunderbird, an ancient native god said to create thunder and control light.

Covering the working area of Maritime Forces Atlantic, HMCS Kwimu would be located at the K'jipuktuk Dock annex of CFB Halifax alongside the headquarters of Naval Reserve Forces Atlantic; the location is known as the "Dockyard Annex" and is located on the Dartmouth shore of Halifax Harbour immediately north of the Angus L. Macdonald Bridge that connects downtown Halifax with the downtown area of its old sister city. Kwimu gets her name from the mythological loon that serves as the messenger and best friend to the Mi'kmaq creator god Glooscap. Atop replicating all the serves that would be controlled by Onimikì in Ville de Québec, Kwimu would also control separated Fleet Reconnaissance Teams (FRT) (in French, Équipes de Reconnaissance de la Flotte or ÉRF) that would serve as local intelligence personnel nexuses serving the individual Naval Reserve flotillas in Maritime Forces Atlantic's catchment area. The training element of Kwimu would be co-located with FRT New Brunswick at Fredericton; it is from here that new intelligence operators, meteorological technicians and sonar operators would be trained before being deployed. Finally, Kwimu would coordinate a large number of Acoustic Data Analysis Centres (ADAC) (in French, Centres d'Analyse des Données Acoustiques or CADA) in Maritime Forces Atlantic's catchment area. These units would be platoon-sized groups of sonar operators and weapons engineering technicians manning listening posts that would be tied into Canada's planned SOSUS network that would cover ALL of the Dominion's waterways, including those waters bordering the United States; given the sheer cultural and social differences between 2018 Canada and 1940 United States, it was just being prudent. When she is commissioned, HMCS Pukimna would serve as the ice-capable cable-laying support ship that would support the SOSUS network in Maritime Forces Atlantic's working zone. The ship's name is derived from the Inuktitut name for the Caribou Mother, the goddess who looks after the health and well-being of caribou herds, which provide a major source of food and other products for the Inuit in the far north. The ship herself would gain her commissioning crew from HMCS Petitcodiac in southeast New Brunswick and would be home-ported at FMF Saint John.

The fleet reconnaissance unit covering Maritime Forces Centre's catchment area would be set up near the Canadian Forces School of Military Intelligence at CFB Kingston; it would be split apart in very much the same way as its sister unit in Halifax. The name of the unit, Konwatsi'tsiaiénni, is taken from the Mohawk name for Mary "Molly" Brant, the sister of the famous war chief Joseph Brant (Thayendanegea) and who gained much for the Iroquois Confederacy after the Revolutionary War by getting British support for their resettlement in then-Upper Canada; Ms. Brant would eventually settle in Kingston to live out the rest of her life. Atop performing her normal duties for Maritime Forces Centre, Konwatsi'tsiaiénni would also control a massive SOSUS network that would not only cover the Great Lakes, but also the Welland Canal, the Trent-Severn Waterway and the Rideau Canal; this is meant to assist the RCMP, the OPP and local police forces in case there are issues that might arise from interactions with downtime Americans who would seek to either cause trouble in Canada or try to smuggle advanced technology to the States. Also, the SOSUS network controlled by the various ADACs in Ontario would be linked to the networks covering the ocean coasts of the Dominion; the subordinate units to Konwatsi'tsiaiénni would be also tasked in assisting its sister FRUs in monitoring ocean shipping movements. When commissioned, HMCS Aumanil would serve as the deployment vessel for the SOSUS network on the Great Lakes and Welland Canal; smaller craft will deal with the Trent-Severn and Rideau canals. The ship's name is derived from the Inuit god who controls the movement of whales, another vital source of food and other materials for the natives of the Canadian far north. She would be crewed thanks to HMCS Conestoga in Waterloo Region and be based out of FMF Niagara at Saint Catharines during the summer months; in the winter months, Aumanil would join her sister at FMF Saint John.

The fleet intelligence force for Maritime Forces Pacific, HMCS Raven would also be responsible for monitoring all waterway movements on the navigable rivers of the Prairies and the British Columbia interior; the various ADACs assigned to Raven would also help in monitoring the Arctic waters watched over by the forces under the control of HMCS Igaluk at CFB Nanisivik. The name of FRU Pacific, Raven, is taken from the mythological being that is seen both as a creator deity as well as a trickster spirit; since there are many ways of addressing such a being among the various tribes of the West, the English name was used instead. Operating as the SOSUS support vessel would be HMCS Tulugaak, who would be based out of FMF Fraser's West Vancouver dockyards to the west of the Lion's Gate Bridge. The ship's name is derived from the Inuit raven god, said to be the creator of light; this would make the ice-breaking cable support ship a perfect match for Raven. Her commissioning crew would be raised with the assistance of HMCS Nicola in British Columbia's Okanagan Valley.

Covering the soon-to-be-vital Arctic frontier of the Dominion as well as Hudson Bay would be HMCS Igaluk, which would have both forward and rear staff; the forward staff would be based at CFB Nanisivik while the rear staff would work out of the Murray Park Naval Annex in Winnipeg as a lodger unit to HMCS Chippawa. The name of FRU North would be taken from the Inuit god of the moon, befitting for a region of the world that would be subjected to eternal night for up to four to six months of the year around winter. The ADACs assigned to the Arctic region would be responsible at first for monitoring shipping traffic in the far north, which would be considerably reduced until new icebreakers could be deployed to clear various routes to get at local villages. Over time, as the Soviets (and yes, the Americans as well) begin to develop nuclear propulsion technology, the duties of Igaluk and her subordinate units would increase considerably. Serving as cable support ship to Igaluk would be NCSM Nanook. With her commissioning crew being raised by NCSM Mille Îles in Laval, Nanook would be based full-time at FMF Île Sainte-Hélène across the Saint Lawrence River from downtown Montréal. Nanook would get her name from the Inuit god that would be the master of polar bears.

The Judge Advocate General (JAG) of the Canadian Armed Forces is an independent element of the military directly answerable to the Minister of National Defence, responsible for the administration of the military legal system. Given that the Forces would be expanding greatly after the Shift, now-Rear Admiral Geneviève Bernatchez would raise four subordinate one-maple leaf commodores/brigadier generals to serve as the subordinate JAGs of each element of the Forces. The Navy's JAG would be co-located with RAdm Bernatchez's staff at NDHQ in Ottawa and would take over the Assistant Judge Advocate Generals assigned to Atlantic and Pacific regions at CF Bases Halifax and Esquimalt respectively, as well as a new AJAG for Maritime Forces North at CFB Nanisivik. As with most other units assigned to Admiralty Inlet, AJAG North would have forward and rear staff, the rear staff based with the JAG RCN at HMCS Bytown in Ottawa. AJAG North would also be responsible for all Navy units in Ontario.

The Royal Canadian Chaplain Service (RCChS) is the personnel branch composed of all officers of the cloth dedicated to supporting and enhancing the effectiveness of the Canadian Forces as a whole - its leadership, the individual men and women who serve and their families - through the provision of comprehensive religious and spiritual support, advice, and care. Given the incredible nature of what just happened to Canada, members of the RCChS from Chaplain General Major General Guy Chapdelaine to newly-appointed captains and lieutenants (navy) wearing the vestments of their faith would be quite busy. To handle what is happening, Father Chapdelaine would appoint specific chaplain generals for each of the services. The Navy's Chaplain General would be a commodore or brigadier general in rank; the RCChS is seen as part of the "purple trades". S/he would strive to ensure all units in the Navy would have chaplains assigned to them, including actual ships at sea. A boost in recruitment would come from African-American priests who would migrate with much of their flocks from the old Confederacy to the "new land of Canaan" (as fleeing slaves once called pre-Confederation Canada) to seek greater freedom and work away from Jim Crow laws. Included among them would be a certain priest from near Atlanta in Georgia...

Commanding both the Navy's operational forces active on the Atlantic as well as serving as commander of Joint Task Force Atlantic (the wing of Canadian Joint Operations Command in the Atlantic provinces) would be the commander of Maritime Forces Atlantic; at the time of the Shift, such was now-Vice Admiral Craig Baines. Immediately tasked to provide convoy escort and anti-submarine attack forces against the Nazis, VAdm Baines was immediately made Supreme Allied Commander Western North Atlantic (SACWESTNORLANT), controlling all shipping for the Allied forces from 30° west of Greenwich (the western limit of the Royal Navy's Western Approaches zone) to the North Atlantic coast from the Arctic south to 35° north of the Equator; this was done with the agreement of Admiral Harold R. Stark, the United States Navy's Chief of Naval of Operations, to ensure that American ships transiting through this zone to Europe would be protected as well.
Serving as the headquarters location of VAdm Baines and his staff is Canada's largest military base, Canadian Forces Base Halifax, which administratively controls all DND property within the borders of the City of Halifax. Recommissioned to serve as the operational unit over base affairs was HMCS Stadacona, which is the second of name; the first Stadacona, named after the Saint Lawrence Iroquois village at the site of Ville de Québec encountered by Jacques Cartier in his voyages of discovery during the 1530s, was a private yacht commissioned into the RCN as a patrol craft during the Great War. In effect, Stadacona would serve the same operational purpose as an RCAF wing would serve at a Canadian air base: All personnel that would be nominally assigned to CFB Halifax would be part of Stadacona's ship's company save for those Air Force personnel assigned to 12 Canadian Air Group and 121 Wing at the former CFB Shearwater. Stadacona would be the "flagship" of all Regular Navy stone frigates, regardless of their actual duties, in the Atlantic provinces.
Chief among them would be HMCS De Mons, the administrative ship in charge of the reactivated Canadian Forces Base Cornwallis on the south shore of Annapolis Basin emptying into the Bay of Fundy in northwest Nova Scotia. Atop serving as home for the new Canadian Forces Leadership and Recruit School Cornwallis (the reborn Canadian Forces Recruit School Cornwallis that served as the English-language basic recruit training centre during the latter years of the Cold War), the base on Nova Scotia Trunk Highway 1 would serve as the future Atlantic home of Canada's submarine force, now being coalesced into a reborn First Canadian Submarine Squadron who would also take charge of Navy operations in the Arctic. De Mons is named in honour of Pierre Dugua de Mons, a former French colonial governor of Acadia (the Maritime provinces save Newfoundland) and would be initially formed as a tender to Stadacona before becoming a commissioned ship.
Also joining the stone frigate "fleet" of Maritime Forces Atlantic would be HMCS Akamassiss, the administrative ship in charge of the expanding Canadian Forces Base Saint John's, which is located on the north shore of Quidi Vidi Lake. The base - which was formerly a station that served as a coordination centre for the Armed Forces on the Avalon Peninsula of Newfoundland; it would have been transferred to the control of the Canadian Army hadn't the Shift occurred - would take over the berths on the south side of Saint John's Harbour, though there would be only small craft such as the Kingston-class vessels based there; given the slender nature of the harbour in comparison to Halifax Harbour or Annapolis Basin, Saint John's Harbour would mostly serve as a way station for the Navy and any ships travelling in convoy to Europe. The name of the base's administrative ship is taken from the Innu name for the island of Newfoundland, meaning "on the other side of a sea".
The fourth stone frigate of Stadacona's small "fleet" would be the main communications unit for Maritime Forces Atlantic, HMCS Trinity. Commissioned in the late 1990s to handle all Naval communications from shore to ship and back, Trinity is second of name; the first HMCS Trinity was a Gaspé-class minesweeper that operated during the years of the Cold War and is named in honour of Trinity Bay that partially separates the Avalon Peninsula from the rest of the Island of Newfoundland. With the Shift and the need to enhance communications on both coasts, the Pacific naval radio unit would be commissioned as her own ship, HMCS Maple; more on her will come with the entry on Maritime Forces Pacific. Trinity would divide itself into a main radio station located at the Stadacona Barracks north of downtown Halifax, with two (later three) supplementary radio stations that would handle all outbound and inbound naval traffic. Supplementary Radio Section Mill Cove is located on the shore of Saint Margarets Bay on the east side of the Aspotogan Peninsula at the very west end of Halifax's city limits near the village of Hubbards; she would serve as the primary receiving site for naval communications. Supplementary Radio Section Newport Corner is located in the western part of Hants County about fifty kilometres from Halifax's downtown core, near the intersection of Nova Scotia Trunk Highway 14 and Secondary Route 215; she serves as the primary transmission station for naval communications. A third supplementary radio section would be commissioned as part of Trinity at 9 Wing Gander on the Island of Newfoundland, using the old Naval Radio Section site that was an HF/DF (high-frequency direction finding) signal intelligence unit during the Cold War; it would be recommissioned as such from the detachment of Canadian Forces Station Leitrim near Ottawa that was once 770 Communications Research Squadron. SRS Gander would be responsible for all communications monitoring duties and would feed such intelligence to HMCS Kwimu across the harbour from the Halifax dockyard for the use of VAdm Baines and his staff.
Atop hosting all the units that would support the Navy from other commands and groups (that have been introduced in previous posts), the primary Navy shore facility for Maritime Forces Atlantic would be Fleet Maintenance Facility Cape Scott, which is housed in a very large building in the heart of His Majesty's Canadian Dockyard on the west shore of Halifax Harbour just south of the Angus L. Macdonald Bridge. FMF Cape Scott takes her name from HMCS Cape Scott, a Cape-class maintenance ship that had been used by the Navy in the Atlantic region that had been launched originally as HMS Beachy Head near the end of World War Two IOTL; ironically, both HMCS Cape Scott and FMF Cape Scott are named after the promontory at the northwest tip of Vancouver Island in British Columbia...and if you think that's weird, wait until you read about her sister facility in Esquimalt! None the less, FMF Cape Scott is responsible for providing a full range of naval engineering, maintenance and repair capabilities to support the Atlantic Fleet. To make the fleet expansion work better and ensure proper support to the new vessels soon to be commissioned into the Navy, FMF Cape Scott would detach two fleet maintenance divisions of personnel to CFB Cornwallis and CFB Saint John's to support whatever ships would be based there.
Supporting the fleet with docking assistance and traffic monitoring would be the King's Harbour Master Halifax. A mostly-civilian organization, it is centred around a public official with the duty of keeping a port with naval facilities secure for both military and civilian shipping. Assisting the KHM when it comes to shifting ships and personnel in and out of dock and between both sides of Halifax Harbour would be a small fleet of tugs and other such harbour craft, chief among them three large harbour tugs (Canadian Forces Auxiliary Vessels Glenevis [YTB-642], Glenbrook [YTB-643] and Glenside [YTB-644]), one fire-fighting tug (Canadian Forces Auxiliary Vessel Firebird [YTR-561]), three small harbour tugs (Canadian Forces Auxiliary Vessels Listerville [YTL-592], Merrickville [YTL-593] and Granville [YTR-594]) among other small vessels. Given the age of the current fleet of tugs, Ocean Industries based at l'Isle-aux-Coudres on the north shore of the Saint Lawrence downriver from Ville de Québec was given a contract to build new tugs for the Navy, though the original order of four (two for Halifax and two for Esquimalt) was increased to ten, with more expected to come. Until such time as the new tugs arrive near the end of 1941, civilian tugs would be chartered to help move ships in Annapolis Basin, Saint John's Harbour and Prince Rupert Harbour.
The final unit directly answering to VAdm Baines and his staff is the Stadacona Band of Maritime Forces Atlantic, which would be the Royal Canadian Navy's musical ambassadors for the Atlantic region. They would do the same thing the Royal Canadian Air Force Band at 17 Wing Winnipeg would do during the current emergency; perform at war bond rallies and other concerts to keep civilian support of the war effort going to better enhance recruitment to the Forces. While the modern military is NOWHERE close to requiring something as ghastly as conscription which was enforced on people in both the Great War and World War Two IOTL, it was simply better to be safe now than sorry later.
And now, we come to the fleet itself...
CANADIAN ATLANTIC FLEET/FLOTTE CANADIENNE DE L'ATLANTIQUE
Rear Admiral Commanding Canadian Atlantic Fleet/Contre-Amiral Commandant de la Flotte Canadienne de l'Atlantique (RADM CANCOMLANTFLT/CAM COMFLOTCAN ) Headquarters/Quartier-Général - HMC Dockyard, HALIFAX, Nova Scotia
Commanded by now-Rear Admiral Craig Skjerpen, the Canadian Atlantic Fleet would be the spearhead of all Navy operations against the Nazis in the Atlantic theatre. While only starting with just seven frigates, six coastal patrol craft/minesweepers, two long-range attack submarines and one auxiliary replenishment vessel, CANLANTFLT would soon engage in expansion plans that would see the fleet grow out to levels that hadn't been seen since World War Two IOTL. Leaving the actual direction of his forces to his subordinate commanders, RAdm Skjerpen and his staff would task his staff to ensure all the new naval personnel being routed in from the two leadership and recruit schools, the naval personnel and training establishments and the naval reserve divisions would be fully prepared to deal with a potentially global war, even with very technologically inferior foes. A part of CANCOMLANTFLT's staff would be the personnel of Sea Training Atlantic, the group of expert naval officers and non-commissioned members who would rove around the various warships to ensure all personnel are up to snuff and ready to face whatever mission confronts them.

The Fifth Maritime Operations Group is named in tribute to the Fifth Canadian Destroyer Squadron, one of Canada's escort formations during the Cold War. Said squadron adopted a white recognition stripe around their funnels or mainmasts decked with diagonal red striping similar to how a barber pole would look; this is descent from the Canadian escort groups active in World War Two IOTL, which adopted the "barber pole" look to visually identify them alongside the green maple leaf on the funnel. Save for the two submarines currently assigned to MOG 5, all Canadian warships based out of Halifax bear that very mark at the base of their foremasts. Commander by now-Commodore Jeff Hamilton, MOG 5 would be the main controlling formation for all Navy warships deploying from the Atlantic coast, even those sent over from Maritime Forces Pacific.

As a way to not jam up Halifax Harbour during the current crisis, HMC Submarines Windsor and Corner Brook were allowed to shift their home ports to Cornwallis; the fleet maintenance division of FMF Cape Scott based there would join with the just-raised 2 Construction Engineer Regiment (Victoria Rifles), one of seven new regiments of the Canadian Military Engineers dedicated to Navy construction support, to prepare the new docks at Cornwallis Park, including a new synchrolift facility to allow the submarines to be pulled ashore for detailed repairs. The submarines would fall back under the command of a reformed First Canadian Submarine Squadron, whose commander would be also dual-hatted as commander of First Maritime Operations Group. The six Kingston-class coastal patrol minesweepers would shift over to CFB Saint John's, thus cutting transit time for the ships to Europe by almost a thousand kilometres. A detachment of MOG 5 would base themselves at CFB Saint John's to control all operations concerning the Kingston-class vessels; they would be assisted by the Naval Reserve's Eighth Maritime Operations Group based at HMCS Cabot on the south shore of Saint John's harbour, which was just raised to take command of all Newfoundland-based Naval Reserve units.

Commanding both the Navy's operational forces active on the Atlantic as well as serving as commander of Joint Task Force Atlantic (the wing of Canadian Joint Operations Command in the Atlantic provinces) would be the commander of Maritime Forces Atlantic; at the time of the Shift, such was now-Vice Admiral Craig Baines. Immediately tasked to provide convoy escort and anti-submarine attack forces against the Nazis, VAdm Baines was immediately made Supreme Allied Commander Western North Atlantic (SACWESTNORLANT), controlling all shipping for the Allied forces from 30° west of Greenwich (the western limit of the Royal Navy's Western Approaches zone) to the North Atlantic coast from the Arctic south to 35° north of the Equator; this was done with the agreement of Admiral Harold R. Stark, the United States Navy's Chief of Naval of Operations, to ensure that American ships transiting through this zone to Europe would be protected as well.
Serving as the headquarters location of VAdm Baines and his staff is Canada's largest military base, Canadian Forces Base Halifax, which administratively controls all DND property within the borders of the City of Halifax. Recommissioned to serve as the operational unit over base affairs was HMCS Stadacona, which is the second of name; the first Stadacona, named after the Saint Lawrence Iroquois village at the site of Ville de Québec encountered by Jacques Cartier in his voyages of discovery during the 1530s, was a private yacht commissioned into the RCN as a patrol craft during the Great War. In effect, Stadacona would serve the same operational purpose as an RCAF wing would serve at a Canadian air base: All personnel that would be nominally assigned to CFB Halifax would be part of Stadacona's ship's company save for those Air Force personnel assigned to 12 Canadian Air Group and 121 Wing at the former CFB Shearwater. Stadacona would be the "flagship" of all Regular Navy stone frigates, regardless of their actual duties, in the Atlantic provinces.
Chief among them would be HMCS De Mons, the administrative ship in charge of the reactivated Canadian Forces Base Cornwallis on the south shore of Annapolis Basin emptying into the Bay of Fundy in northwest Nova Scotia. Atop serving as home for the new Canadian Forces Leadership and Recruit School Cornwallis (the reborn Canadian Forces Recruit School Cornwallis that served as the English-language basic recruit training centre during the latter years of the Cold War), the base on Nova Scotia Trunk Highway 1 would serve as the future Atlantic home of Canada's submarine force, now being coalesced into a reborn First Canadian Submarine Squadron who would also take charge of Navy operations in the Arctic. De Mons is named in honour of Pierre Dugua de Mons, a former French colonial governor of Acadia (the Maritime provinces save Newfoundland) and would be initially formed as a tender to Stadacona before becoming a commissioned ship.
Also joining the stone frigate "fleet" of Maritime Forces Atlantic would be HMCS Akamassiss, the administrative ship in charge of the expanding Canadian Forces Base Saint John's, which is located on the north shore of Quidi Vidi Lake. The base - which was formerly a station that served as a coordination centre for the Armed Forces on the Avalon Peninsula of Newfoundland; it would have been transferred to the control of the Canadian Army hadn't the Shift occurred - would take over the berths on the south side of Saint John's Harbour, though there wouldn't be actual Navy ships based there; given the slender nature of the harbour in comparison to Halifax Harbour or Annapolis Basin, Saint John's Harbour would simply serve as a way station for the Navy and any ships travelling in convoy to Europe. Until such time as the new tugs arrive near the end of 1941, civilian tugs would be chartered to help move ships in Annapolis Basin, Saint John's Harbour and Prince Rupert Harbour.
The final unit directly answering to VAdm Baines and his staff is the Stadacona Band of Maritime Forces Atlantic, which would be the Royal Canadian Navy's musical ambassadors for the Atlantic region. They would do the same thing the Royal Canadian Air Force Band at 17 Wing Winnipeg would do during the current emergency; perform at war bond rallies and other concerts to keep civilian support of the war effort going to better enhance recruitment to the Forces; while the modern military is NOWHERE close to requiring something as ghastly as conscription which was enforced on people in both the Great War and World War Two IOTL, it was simply better to be safe now than sorry later.

Commanded by now-Rear Admiral Craig Skjerpen, the Canadian Atlantic Fleet would be the spearhead of all Navy operations against the Nazis in the Atlantic theatre. While only starting with just seven frigates, six coastal patrol craft/minesweepers, two long-range attack submarines and one auxiliary replenishment vessel, CANLANTFLT would soon engage in expansion plans that would see the fleet grow out to levels that hadn't been seen since World War Two IOTL. Leaving the actual direction of his forces to his subordinate commanders, RAdm Skjerpen and his staff would task his staff to ensure all the new naval personnel being routed in from the two leadership and recruit schools, the naval personnel and training establishments and the naval reserve divisions would be fully prepared to deal with a potentially global war, even with very technologically inferior foes. A part of CANCOMLANTFLT's staff would be the personnel of Sea Training Atlantic, the group of expert naval officers and non-commissioned members who would rove around the various warships to ensure all personnel are up to snuff and ready to face whatever mission confronts them.

The Fifth Maritime Operations Group is named in tribute to the Fifth Canadian Destroyer Squadron, one of Canada's escort formations during the Cold War. Said squadron adopted a white recognition stripe around their funnels or mainmasts decked with diagonal red striping similar to how a barber pole would look; this is descent from the Canadian escort groups active in World War Two IOTL, which adopted the "barber pole" look to visually identify them alongside the green maple leaf on the funnel. Save for the two submarines currently assigned to MOG 5, all Canadian warships based out of Halifax bear that very mark at the base of their foremasts. Commander by now-Commodore Jeff Hamilton, MOG 5 would be the main controlling formation for all Navy warships deploying from the Atlantic coast, even those sent over from Maritime Forces Pacific.

As a way to not jam up Halifax Harbour during the current crisis, HMC Submarines Windsor and Corner Brook were allowed to shift their home ports to Cornwallis; the fleet maintenance division of FMF Cape Scott would join with the just-raised 2 Construction Engineer Regiment (Victoria Rifles), one of seven new regiments of the Canadian Military Engineers dedicated to Navy construction support, to prepare the new docks at Cornwallis Park, including a new synchrolift facility to allow the submarines to be pulled ashore for detailed repairs. The submarines would fall back under the command of a reformed First Canadian Submarine Squadron, whose commander would be also dual-hatted as commander of First Maritime Operations Group. The six Kingston-class coastal patrol minesweepers would shift over to CFB Saint John's, thus cutting transit time for the ships to Europe by almost a thousand kilometres. A detachment of MOG 5 would base themselves at CFB Saint John's to control all operations concerning the Kingston-class vessels; they would be assisted by the Naval Reserve's Eighth Maritime Operations Group based at HMCS Cabot on the south shore of Saint John's harbour, which was just raised to take command of all Newfoundland-based Naval Reserve units.
Note that both CANSUBRON ONE/MOG 1, 2 CONST ENG REGT and MOG 8 will be properly introduced in future posts.

First another great Orbat pyeknu Second, i can assume most of the Royal Canadian Navy is at the moment focus in the Atlantic but with future tensions with Japan that might shift as the German Navy is not much of a threat these days. Agreed. I'm setting up the RCN active force ORBATs to take into consideration where the ships would normally be based out of in peacetime; given that many of the crews would have families living close to Halifax or Esquimalt, any ships shifted from MARPAC to MARLANT would be seen as "temporarily assigned" to the latter formation.

Remember, the term "frigate" didn't come back into vogue among navy powers until near the end of the war and only with the British Commonwealth; in the United States, they'd be known as "destroyer escorts" (DDEs).

Remember, the term "frigate" didn't come back into vogue among navy powers until near the end of the war and only with the British Commonwealth; in the United States, they'd be known as "destroyer escorts" (DDEs). Wait, is a Halifax-class frigate as big as a light cruiser. In the Netherlands we call our ships Frigates, even if they are classified by everybody else as a destroyer because the name Destroyer sounds not so nice these days in the halls of Dutch politics.
