I would think the Japanese Army would be occupied taking German Pacific and China possessions. I doubt they would be able to send a substantial force to Europe. Even if they do, it won't be large enough to make much of a difference. It might provide some experience dealing with chemical weapons, however. My thoughts, Might convince them early on to have their own chemical and biological weapon program earlier than OTL.

I though that was largely resolved by the end of 1914, in fact some time before that? Helped by Australia scrambling to get others to avoid the Japanese getting too close.
Japan could have sent a sizeable force but it would probably most likely have seen use in the ME for logistical reasons I suspect. However not sure there was the will in Tokyo nor a willingness in the western powers to pay whatever price Japan might want for this.
Notoriously Britain did ask for some of the Kongo's to be sent to boost the RN in the North Sea but that was with the idea of the ships being sent and manned by RN sailors which I can understand Japan not being happy with. Although not sure how 2-3 of those in the BCF would have interacted with Beatty or possibly affected Jutland.
If they had sent a force of say a few corps to the Western front again there might have been conflict on how they were used, especially because of the willingness to launch offensives in the early years with totally inadequate artillery support and preparation. However would have given Japan additional experience and they might in turn have provided details of what they learnt in 1904-05. Agree however I doubt they would be willing to send the very large force that would be large enough to make a difference. Could have had some impacts in how Japan and the western powers see each other after WWI and also how the Japanese army sought to develop.

So what would the Japanese get back for transferring Kongo to the RN, i assume this will happen when the war is over.

Probably getting Kongo back and having her construction paid for by the UK, or largely paid for by the UK. I imagine a situation similar to Latorre being returned to Chile. Remember, Kongo was built in the UK. Her three siste4rs were built in Japan....

That is if Kongo survives the war. Could Japan not send some battleships to join the Grand Fleet , call keeping experience alive in fighting other battleships.

As I mentioned above this was proposed and Japan might have been willing but Britain suggested just sending the ships and having RN men manning them. Which the Japanese didn't like and doesn't really make sense considering how much manpower the RN was consuming at this point. It would have been interesting having some of the Kongo's operating with the BC force although how well they would have got on with Beatty I don't know. Think they used largely British methods and procedures so might be some problems with unstable cordite but not sure how reliable their shells were or whether they skimped on anti-flash protection as the BCF did OTL. An extra couple of 14" BCs at Jutland would definitely have been interesting.
