While I would agree that it was good episode. I would also say I feel bad for the people working at NASA. They keep losing their people because the pay is so much better with those other guys. Well that is what you get when you have a fix salary you can pay them, they work for the government after all. NASA is far from having no money to pay their people a good wage. Remember by 1992 NASA has had over ten years of money flowing into it. Paying their people 7$ will only see their best minds go elsewhere. What we saw in this episode is only going to get worse as more people join in. It don't think it an impossible idea that by the 2000s NASA is facing a handful of companies entering into the space industry. This was merely the first one to do so in the show. More will undoubtedly follow and when they do NASA needs to step up or risk being left behind.

Episode 3 of Season 3 was good. While I would agree that it was good episode. I would also say I feel bad for the people working at NASA. They keep losing their people because the pay is so much better with those other guys. I get being loyal to the woman who helped her get to the Moon but 7$ an hour working 12+ hours is slave pay. I would leave them too with that much work for that little of money. I'm happy that we finally had the time jump so we can get to Mars in episode 4. Mars is where all the fun will be at this season and to know that we'll finally see Mars in a week is great. The three way race has started and I hope we have something happen while heading for Mars. It would be dull if we just jumped past the trip to Mars. There is weeks worth of time to use. They would be fools to just not make use of that in some way. Also isn't the delay 20 minutes each way? How is it 8 minutes here? Did the showrunners make an error here? Because it sure does sound like they did. I would have to rewatch that bit again but I'm fairly sure Ed said 8 minutes which while close isn't right.
Assuming your talking about the time delay between Earth and Mars won't that depend on their relative orbital positions. The max delay is probably ~20 minutes when their opposite each other, although there could be additional problems with the sun being in the way meaning they might be out of communications for a while. A lot of the time it would be somewhere in that range but when their close to each other its likely to be less than 8 minutes.

Maybe they had some troops there for whatever reason but the space race simply made them pull those out to free up cash for their Moonbase. Which now that I'm thinking on it I don't think we have seen yet. Where be their base? Why no love for the Soviets and their base? Our base has testing areas for rockets. I want to see how their base looks like.

True and I don't see the show making any moves to tell us what the state of that nation is here. What I feel is likely is no Soviets in Afghanistan means no training or supply's being sent from the United States which removes the 9/11 attacks. So it is possible that the twin towers will survive 2001. I hope that in For All Mankind the race goes the other way in 2000. I would love to see Al Gore win and enter the White House in 2001. However I have no idea what he may run on now that the planet seems to be well on it's way to recovering.

From AH.com comes this World map of 1988, that is before all of South and Central America went red. Some clues, 1973 Chilean coup d'état did not happen most likely. Cambodia and Laos seem not to be Communist. Turkey and Greece are also red. Somehow it appears that the U.S. is more successful in Laos and Cambodia so that at least butterflies the Cambodian genocide? Also another butterfly here will be the U.S. maintaining its bases in the Philippines well into the 90s and beyond.
