Every single actively trained guerrilla who is only the Viet Cong (not PAVN) and all the leaders of the VC political arm (not DRV leaders) are teleported from noon Saigon time on the day before the Tet offensive is launched to the equivalent day and nearest safe area to the place they were standing (so they don't appear in new houses etc. but on roadsides nearby etc.) but in the year 2000.

LBJ, HHH and leaders of Congress like Gerald Ford etc. from 1965 are now in January 2001. Assuming OBL does not change his intended plan too much, the terrorist attacks will be interesting with LBJ, HHH, Ford, RFK, Mike Mansfield et al.

Provided the US doesn't go for unconditional surrender probably by some time in June 1917, assuming that the US doesn't go insanely OTT. They will have problems projecting power with some elements of their forces because of lack of suitable infrastructure in the short term.
If they did insist on unconditional surrender then perhaps a couple of months longer.

Not really because they were elected by an electorate that no longer exists. Yes a lot of voters from that time would still be alive but most of the actual 2000 electorate probably weren't permitted to vote in 1964 so it would have to be declared no longer relevant. Especially since LBJ did get 4 years in power as a result of it, back in 1965-69.
You would have to have an interim while the country decides what the hell its going to do about this and how to do it, probably a special election. However until then its unlikely that politicians 35 years behind the times would be given power. They might well have some influence but their not going to make the big decisions.

Net increase of 9. During 1945 the US 10. Navy directed Allied Anti-Submarine Warfare in the Atlantic. 153 German Submarines including boats with Snorkel and Electroboote was sunk during the year, January - May 1945. Without a Pacific Campaign the US will be able to deploy most of the US Navy in the Atlantic though of course time will delay the movement of the Pacific Fleet still enough assets should be in the Atlantic to ensure sinking of the entire German Submarine capacity within the year making it safe to deploy the US Army into France during Fall? 1917. If the USAAF limit themselves to destroying the German Navy and Wharfs along the West Front fortifications - this time with bombs penetrating do destroy deep such its a matter of less then a year from ISOT. If the US goes OTT deploying Strategic Bombing on Imperial Germany destruction of Cities adding to Allied Navy Blockade Germany is asking for surrender even earlier.
Nukes won't be necessary but kept in the inventory - just in case. This will also ensure because of the large number of scientiest that is working on the program that the US tech advantage in the following years will be enormous.

1939 France ISOT to 1914. 1914 - when? Doesn't really matter - France arrive - Imp. Germany loses Alsace-Lorraine and a bulk of its Armies. France crushes Germany on its own. Germany is cut up. Austria told to get the XXXX out of Serbia.
