They would have gotten invaded. Bulgaria and Yugoslavia had the choice of either getting invaded and partioned, or joining the axis and have their borders intact. If Bulgaria said "no," they have gotten invaded, and split between members of the axis at that time. Who knows, maybe this causes Yugoslavia to join the axis willingly. What I'm saying is that Bulgaria could never just stay 'neutral,' because they had to either fight the axis or fight with the axis. Only thing is, which Axis member would want a piece of Bulgarian territory? I don't see Turkey wanting to join in, if only to regain the area of former Eastern Rumelia. Yugoslavia? They don't have any claims on Bulgarian territory, but it could force Bulgaria to relinquish its claims on Macedonian territory, thereby speeding up the Serbianization of Macedonia even further, should Yugoslavia join the Axis. Romania? Possible, if their only goal is to regain all of Dobruzha.

I would be tempted to agree. If Italy doesn't force Hitler to look at the region by his invasion of Greece then as long as Bulgaria doesn't do anything he finds offensive he's going to want the Balkans quiet and peaceful. Both to protect Romania as an oil source and to concentrate on the eastern front, which is where he is most obsessed with.

Not necessary if Mussolini doesn't start something stupid in the region by invading either Greece or Yugoslavia. Avoid that and your likely to see the Balkans largely sitting out the war, at least until the latter stages of the war. Churchill would want to establish a base there but while the allies aren't strong enough and later the US is opposed to doing anything there there's not going to be any real interest by any country in getting dragged into the conflict. Similarly if Mussolini isn't stupid Hitler has no real interests south of Hungary and Romania as long as no one threats Romanian oil.
The issue would be if the Soviets survive the initial onslaught and starts driving back westwards then there is the possibility that either a) some states might come in on the Axis side because they fear attack from the Soviets
or b) Stalin might attack them even if they stay formally neutral.
However there's a good chance that the bulk of the region could escape invasion or regime change and the resultant deaths and destruction.
