That is what i think also, maybe have the Soviet Union absorb part of Iran after the end of anglo-soviet invasion of iran in 1941 with the Soviet Union refusing to give up Iran what they occupied from 1941 to 1946 ( Iran crisis of 1946). |

That makes sense. Either that, or getting parts of Baluchistan during the Great Game. |

If there was a "big" European war in the 1860s-70s (and between the rise of Prussia-turned-Germany and that of Italy, the pretensions of 2nd Empire France, the growth of the Russian Empire, and the relative weakness of the Austrian and Ottoman/Turkish empires, it is certainly possible), one could see the Austrians and/or Ottomans being shattered in a "scramble" sort of effort, in Central Europe, the Balkans, Anatolia, the Levant, and/or North Africa ... and, realistically, the British could not have done much to prevent it, if the French are active participants...
A few decades of consolidation and counter-insurgency etc. after that, the "winning" alliance (presume France-Italy-Germany-Russia) having prevailed and consolidated its gains, farther frontiers would beckon, and Mesopotamia/Persia (Iran) would certainly be on the minds of the Russians...

There are a lot of ways for the Russians to get Iran
I could probably come up with about a dozen or so.
The Russians could join France in 1859 and cripple Austria making their European frontier safe
The Russians could join Prussia in 1866 and split the Austrian Empire.
The Russians could have followed better economic policies and been an industrial superpower by 1900
Or they could have concentrated on Central Asia at the expense of the Far East
Keeping to the German alliance at Bjorko would also open possibilities
Italy could turn on Britain and join the Franco-Russian Alliance.
A lot of different ways, It all depends upon what kind of world you want
