I doubt it; they were both seen as practically subhuman by the Japanese. But 40 years of being part of the Empire of Japan might change that, or do you think the Japanese will treat the people of the Philippines worse than the people of Japanese Korea. The Philippines may well be worse at least in the short term.

Yes; the American rule was brutal around 1900 but afterwards was, to my understanding, par for the course in terms of colonial rule in the early 20th century.

I can assume that it will leave a mark on the Philippines being ruled first by Spain, then by Germany, than bu Japan and after liberated some years by the United states before they are granted their Independence.

But i do wonder if the German East Asia Squadron will be somewhat larger than in OTL, they have a lot more territory to cover and it will most likely be involved in preventing arms from reaching Philippine rebels.

Also i think we might see some German Navy heavy like Battle cruisers operating in Asia, the Germans have a good naval base they can use, its called Subic Bay, or whatever they will name it in German.
