Just a idea i had, wanted to see how far i can take it, it is has some things in it from many different genres.
Chapter I
The planet Terra, the most important planet in the kingdom of Britannia, its seat of power and the original homeworld of Humanity and the Immortal Queen who rules a kingdom with no major rival but many enemies, a kingdom who rules over a trillion people, a kingdom ruled by only one person, the Immortal Queen.
If anybody knew the beginning of the kingdom, than all would agree, the immortal queen would be its start, its beginning, ruling from the giant Londinium Palace that that is spread across the whole of what used to be the Greater Londinium, the immortal queen rules everything.
For the immortal queen who beauty has no rival and here genius has no limit rarely leaves the palace, as that would be to dangerous, not with so many enemies to the kingdom out there who would love nothing to see here death and with it the kingdom in ashes, thus the palace bristling with towers and domes and build over thousands of years, has grown to become the sole home the immortal queen has known for a very long time , but the queen is not alone, there are millions of people working to maintain it, to keep the kingdom going, ranging from the Great Concilii Royalis who governs, to the Grand Hall of the Royal Knights where the Order of Knights stands ready to destroy evil in here name to the Royal Guard Command who protect the palace to the massive Office of the Admiralty where the admirals command tens of thousands of ships who keep the kingdom safe and here enemies at bay, the Londinium Palace is the center of the kingdom, the one place where people look to when they need guidance. The Londinium Palace is protected by two forces, the Order of Knights who are made up of 24 knights, lead by the Knight of One with each of the 24 Knights commanding a Knight Chapter made op of some 100,000 soldiers and officers, the knights answer only to the immortal queen and stand above the Royal Guard, the Royal Space Navy, the Royals Space Marines, the Royal Army and the many Territorial Armies the kingdom is made of. The second force that protects the Londinium Palace is the Royal Guard, numbering in several millions this force is in charge of daily policing and security of the palace, the Royal Guard also maintains the only space elevator located at the Londinium Palace and the anti-orbital Guns, missile silos and patrols the outer wall that makes up the boundary of the Londinium Palace.

Chapter II (Sol System)
The Sol System, also known as the Terran System or Solar System, is the home star system of the Kingdom of Britannia. Its primary planets include Terra, home to the Great Concilii Royalis, the governing body of the kingdom and the Viceroyalty of Mars, home to the second oldest colony of the kingdom, the oldest being the moon of Luna.
A total of eight major planets and many dwarf planets are located in the Sol System, some of which are also orbited by heavily-settled moons, such as Luna and Titan. The Sol System is guarded by Homefleet Solar, the largest and most potent fleet of the Royal Space Navy.
Notable Planets
Mercury (Mining World) - Mercury is a small colonial world that is littered with mining facilities on its surface and processing plants that operate in Mercury's orbit.
Venus (Industrial World) - Venus is the second closet planet to Sol and like Mercury is used primarily for mining and some manufacturing activities.
Terra (Homeworld) - Terra is the Homeworld of the Kingdom of Britannia and the original Homeworld of Humanity and the birthplace and current home of the Immortal Queen. It is the most sacred and revered place in all the million worlds that comprise the Kingdom. Terra is dominated with vast mega cities that cover large areas of the planet and who are home to more 30 billion people, the planet also has several vast protected nature reserves consisting of which the two largest are Royal forest Amazonia and Royal forest Tongass.
Viceroyalty of Mars (Colony World) - Mars is the greatest Colony World of the kingdom, home to the Mars Arsenal and Mars Orbital Shipyard who produce vast numbers of weapons, vehicles and other technology for the Kingdom war efforts throughout the galaxy. Mars is also home to the Martian Armed Forces (made up of the Royal Mars Army and Royal Mars Aerospace Force) who is commanded by the Commander-in-Chief, Mars who reports to the Viceroy of Mars who answers solely to the Immortal Queen.
Phobos and Deimos (Orbital Fortress) - Phobos and Deimos are Mars two natural satellites. Both moons surfaces are completely covered in weapons-studded fortifications and used as an orbital fortress that protects the Viceroyalty of Mars and its Mars Orbital Shipyard.
Jupiter (Gas Giant Mining World) - Jupiter is a massive gas giant and the fifth planet of the Sol System. The planet is home to the massive orbital Jupiter Space Dock and workshops that orbit it and where the Royal Space Navy builds many of its ships that patrol and protect the kingdom.
Saturn (Gas Giant) - Saturn is a massive, ringed gas giant and the sixth planet of the Sol System. Unlike the rest of the worlds in the Sol System, Saturn does not host a large human population.
Uranus (Gas Giant) - Uranus is a massive gas giant and the seventh world of the Sol System. its home to orbiting human colonies.
Pluto - Pluto is a small dwarf planet located in the outer rim of the Sol System and is home to the Royal Space Navy Long Range Early Warning System.

Wow. Long Live the New British Empire in Space! Who can challenge this hyper-power? There are some who try, The Hive, the Elves of the Night, the Orcish Horde are some who try to beat the kingdom but who for now have not been successful.

Yet even in her deathless state, the Queen continues her eternal vigilance. Mighty battlefleets cross the daemon-infested miasma of the Warp, the only route between distant stars, their way lit by the Astronomican, the psychic manifestation of the Queen's will. Vast armies give battle in her name on uncounted worlds. Greatest amongst her soldiers are the Order of Knights, the Knight chapters, bio-engineered super-warriors. Their comrades in arms are legion: the Royal Guard and countless terretorial armies, the ever vigilant Inquisition and the Imperial Navy. But for all their multitudes, they are barely enough to hold off the ever-present threat from aliens, heretics, mutants - and worse. To be a man in such times is to be one amongst untold billions. It is to live in the cruelest and most bloody regime imaginable. These are the tales of those times. It is just an adaption of the standard introduction to all Warhammer 40K books. It was the first Thing that came to mind when Reading what you have written. Well it does use a lot of warhamner 40,000 but I try to give it my own tough.

Chapter III (Royal Space Navy)
"If the Order of Knights are the Queen sword and the Royal Army here hammer, then Her Majesty's Space Navy is the mighty shield that protects the kingdom."
The Royal Space Navy is one of the armed forces of the Kingdom of Britannia. While the Royal Army and the Royals Space Marines represents the Kingdom ground forces, the Royal Space Navy is responsible for the fleets of starships that maintain order between the stars and planets in the Kingdom, for all space and air support provided to the infantry of the Royal Army and the Royals Space Marines, and for transporting those two forces across the galaxy to the Kingdom many warzones. The fleets of the Royal Space Navy are constantly engaging threats both inside and outside the Kingdom borders.
Royal Space Navy Organisation
The Kingdom is divided into fleet zones with every starship of the Royal Space Navy being assigned to one of these fleet zones who are commanded by their respective Fleet-Admiral. The naval assets who operate under a fleet are named after that fleet; i.e. all of the Royal fleet assets in a Solar System are known as a fleet, but each fleet either uses a name like Homefleet Solar, the only fleet that carries the honorific name of Home ore Alpha Fleet who protects the Alpha Centauri System, then there are fleets who are numbed like the XXVII Fleet patrolling the edge of kingdom space. The entire Royal Space Navy is commanded by the Lord High Admiral who answers to the the Sovereign who is the Commander-in-chief of all Britannia military.
Royal Fleets
Each Fleet is assigned a number of Cruisers, Battleships ore Carriers, usually between 100 to 150 vessels. A Fleet is also assigned multiple squadrons of Escort starships ranging from Gunboats, Frigates to Destroyers and is also in command of a large number of transports, messenger craft, orbital defenses, space platforms and system patrol vessels. The ships of a Fleet must constantly patrol their System and fulfill a variety of roles; protect merchant shipping from pirates, transport Royal Army ore Royal Space Marine regiments to warzones, escort Order of Knights on their voyages and provide orbital support for invading or defending armies.
Because of the vast volume of space that requires policing, a Fleet is normally split into detachments called Squadrons consisting of one or two Cruisers, accompanied by a squadron of Escorts. If a particular situation is more than one cansquadron handle, additional detachments of squadrons are called in to reinforce.

Well I also got a strong Warhammer 40k vibe, both because of an immortal emperor and when you started mentioning the enemies of the empire.
It does seem to be a grim future, even if not totally dystopia. I have an aversion to any universal state as without challenges its virtually certain - IMHO I know other people disagree - would become at least autocratic if not totalitarian. Hope you can avoid that but it does sound highly centralised and feudal to say the least, as well as heavily militarised. Anyway, see how you develop it.

The Immortal Queen has ruled for a long time some 20,000 years ore so, she has some policies like a child lottery system on Terra where people who want to have children must take part, a very strict Eco policy that has made large parts of Brazil, Alaska and Central Africa into Royal Forrest with the punishment being death if you go there with out here permission. Sounds interest. Will we find out more about how this empire comes into being? Some 2,00 years from where we are, Terra has gone and experience several regimes, the last one ending with Terra on the verge of collapse and humiliated, the Immortal Queen who has walked in the shadows decides to act using here first batch of Knights she seizes control of Terra and over a thousands years mange to restore order.
