Wait i toughed the CIA was not allowed to operated on US home soil. They weren't doing this in the US. I think the actual country is left ambiguous.

The surprising thing is that the Soviets were rash enough to send a genuine Luna capsule rather than a mock-up, as the CIA originally assumed it to be.

The surprising thing is that the Soviets were rash enough to send a genuine Luna capsule rather than a mock-up, as the CIA originally assumed it to be. Well then one made a mistake and the other assume that the other would not make a mistake in sending the real deal instead of a fake.
