Think if Bill would be removed from office it will hurt the Democrats for some time to come.

As long as he took office any time after January 21st 1999, he could run in 2004. A day or more earlier, he wouldn't be allowed.

Maybe Bill Clinton can be successfully convinced to resign if a lot of prominent Democrats will say that, while they don't think that he should be impeached for this, they do think that his behavior was inappropriate and thus warrants a resignation. Dems need to form a united front in regards to this in order for this to have any chance of actually working, though.

As for 2000, Al Gore would almost certainly win. After all, he lost by 537 votes in our TL and, as the incumbent President, it should be pretty easy for him to get an additional 538+ votes in Florida in 2000.
