A joint NATO at-sea nuclear strike force

Back in the early Sixties, the idea of a Multilateral Force was proposed.

The idea was that NATO countries, the US and UK included, maybe even France before De Gaulle pulled France out of NATO's command structure, would man a joint fleet of subs with nuclear missiles. They would preform the second strike role with SLBMs.
Politics killed it.
How could politics instead keep it alive?

First is having France stay 100 % member of NATO i guess.
