Make Russia a successful liberal democracy post 1991
Have a somewhat stronger and healthier Yeltsin who doesn't buy into the demands from the US for a 'shock' change to unbridled capitalism. A slower relaxation of Soviet era controls to greatly reduce the spread of corruption and violent crime. If he stops the oligarchs gaining so much power and increases chances for ordinary Russians to secure their welfare then the 1990's are a lot better for Russia. Then most of all have him replaced by a believer in democracy and further reforms rather than a thug like Putin.

Alternatively, Yeltsin dies from something related to alcoholism before the Soviet collapse. I’m addition, Yeltsin also suffered from heart problems in the first years of the 1990s, so if Yeltsin does end up dead from heart attack, a different candidate would emerge. Gennady Burbulis might be a better candidate than Yeltsin.

Possibly. Its unclear from his wiki entry what his actual policies were. Provided he wasn't one of those who supported the largely US pushed 'shock treatment' and rapid privatization without concern for the actual needs of the ordinary population then he would seem a better longer term candidate that Yeltsin. If the latter had died much earlier, either from an accident possibly related to his drinking or say being successfully targeted by some Soviet hard liner then it could have set up a better path for Russia.

Essentially have him shoot at the demonstrators in Dresden 1989 converging on the KGB offices and get mown out of history..

The problem with that might be if you have the same issues as OTL then someone similar appears to perform basically the same role. Possibly even more dangerously so.

The ex-KGB guys that may end up fitting the Putin mold would be Sergei Smirnov (the actual agent), Boris Gryzlov, and Nikolai Patrushev. We could also throw in Mikhail Trepashkin as well.
Other than that, there is also the idea of the 1993 Russian Constitutional Crisis ending up with Yeltsin defeated, since that might place more power in the Duma instead of the President.

That is true: the oligarchs are the real problem. However, there wasn't any kind of solution that would have been offered to deal with them. One way of possibly creating a bit freer Russia would have been for the Constitutional Crisis to end in the victory for Rutskoy and the Constitutional forces over Yeltsin. Unfortunately, Rutskoy was backed by both the far-left and the far-right against Yeltsin, which might not bode well for Russia overall.
