Is it possible for Carpatho Rusyns and Poleshuks(West Polesians) to have their own SSR's

I was thinking about this because it seems that there are some plans to separate them from Belarusians and Ukrainians.

Would they be democratized like their OTL equivalents?

Polesia is a region in Belarus and Ukraine while Carpathorusyn is shared between Slovakia and Ukraine.
