If none of these PoDs butterfly away the affirmative action S.A. has used since the end of Apartheid, then another PoD is that they never do use it.
1. Nelson Mandela implements high tariffs on finished products of which any of the components are a natural resource S.A. has in abundance near to the end of his time as president to try and industrialize south Africa by incentivize south Africans to produce these goods themselves. And with the money generated from these tariffs he hires people actually qualified to be teachers (possibly from other countries) since most 6th grade teachers in public schools in S.A. failed the exams that their students were expected to pass and after all the necessary teachers are hired (likely after Mandela's presidency is over) they use the tariff money on renovating the schools (most schools in eastern south Africa don't even have toilets)
2. Someone other than Thabo Mbeki succeeds Mandela, Someone who would do this: Forcefully seize land from wealthy people (and their friends if they wish to follow them) in western south Africa and give them land in eastern south of equal value in compensation (since western south Africa is leaps and bounds wealthier than eastern, he/she would do this so that the wealth would trickle down to eastern south Africans)
3. in the early 2010s the president/s start to slowly implement policies in S.A. to eventually give it Scandinavian style socialism but with 2 exceptions. A) instead of making university free for all he first passes a law preventing university fees from increasing faster than the rate of inflation, but all university books are made free and more scholarships are available. B) free healthcare only for police, but for the poor & middle class free healthcare for unpreventable freak accidents & a free diagnosis every 2 1/2 weeks. And obviously slightly lower taxes than the Scandinavian countries since S.A. would need to pay for less things than the Scandinavian countries because of the 2 exceptions
