Canadian history and politics in the Cold War era is something that I have almost forgotten since my high school days, but technically it was an accord where each Canadian province and territory would negotiate on the proposed constitutional amendments for Canada (the attempts to amend the Constitution only happened after its repatriation from Great Britain in 1982). Basically, it would declare that Quebec is a distinct society, and there would be more power to the provinces in areas where federal control is normally concerned with.
Would Canada be able to stave off the spectre of Quebec separatism with a more successful Meech Lake Accord? Or would it cause more chaos?
Much of the problems facing Canada now did not only originate from the Meech Lake Accords, but also other factors that resulted in the dysfunctional relationship between Western Canada and the federal government in Ottawa.

I don't know Canada very well be separatist feelings are very hard to deal with with just government policies or details or organisation. Measures to restrain separatists can give them more energy to keep going but at the same time, giving in to them lets them control more and spread the word through education and institutions. So I don't think that such a thing would change much.
