Hello, this is the official page of the Alternate Timelines Bureau of Classification (ATBC), our mission, to classify Alternate Timelines and if they are safe to travel to ore to avoid at all cost.
First point, the name of the classification is called Alternate Timelines Advisory Scale (ATAS):
ATAS - 1, a Alternate Timeline with a change in a timeline that is almost not noticeable. ATAS - 2 ATAS - 3 ATAS - 4 ATAS - 5, a Alternate Timeline to avoid at all cost.

Well then we can at a another marker to a Classification, one for a slow Timeline that is behind our current date, one for a present Timeline where the date is ours ore whatever they call it and a future Timeline which is ahead of ours. ST - Slow Timeline. PT- Present Timeline. FT - Future Timeline.

If OTL is something nice, regulated, civil, free of slaughter for whatever reason it in my book qualifies as at least a 1. Parts of it any other value.

I see some relevance in 575's comment but I think the scale could be said to be trying to measure two separate things. The description above relates ATAS -1 as minimal from OTL - i.e. measuring difference from OTL. For the ATAS - 5 - as to be avoided at all costs that suggests a very nasty TL.
You could have a TL that would be as friendly to most/all of us as the best parts of our world but radically different in its history. How would that be measured?
Should have noticed this point earlier.
PS similarly how would you measure a TL which has a recent PoD from OTL, say a Nazi wins scenario or a Cold war goes hot which leaves the world devastated to a TL which may have diverged a couple of millennia ago and hence had radically different cultures and populations but be roughly similar to OTL in technology and many cultural values? Which would have the higher ranking?
I think your got the makings of a good idea here but it possibly needs clarifying a bit as to what is being measured.

OK that gives a straight relationship between how safe the TL might be to an ATAS rating. There will still be details that might have to be considered. For instance there's a lot of difference between personal security in say much of western Europe and parts of the ME or Africa for instance. [Not to mention the Great Leader's paradise on Earth in North Korea!] Plus there might be local differences depending on the would be visitors. For instance again with OTL women traveling along or people of a certain ethnic or religious group could be a big cause for concern.
However it does give a basic system. I wonder whether you would class a world where John Connor failed and Skynet won as a lvl 4 or lvl 5 for people to visit but either way something most rational people would want to avoid.

I would put a Skynet dominated Earth from the movies into ATAS - 4 (Red) - High Risk.
