Suggestion from GURPS Alternate Earths (again): Napoleon defeats the Haitian revolution, thus is able to keep Louisiana. The US will stay behind the Mississippi.
I think this would only really be viable if Napoleon is willing to settle for his position in Europe and not seek to expand it leading to later conflicts with Britain and the other continental powers. Plus also use some of the French manpower not sacrificed in those conflicts to settle Louisiana. Otherwise its going to be too vulnerable to colonization by stealth by the US given the massive population difference between the American lands and the French colonies. France can go to war with the US in such a case and if the US lacks allies, most noticeably Britain to give some counter to French naval dominance can really hammer the Atlantic coasts and also by controlling the entrance to the Mississippi probably project power up that river but he simply won't have a real counter to the sheer number of potential US settlers unless he can get a lot of people loyal to him to secure Louisiana.
