I think it would, also the people will be very scared not knowing where to go if the enemy is targeting every place which has more than 50,000 then there are few places to go to. I've thought about this when exploring rural Virginia; if nuclear war were to break out, this serene countryside would be full of refugees from the Washington area. And if winter comes a lot of them will die above the 40 million who died in the 36-Hour War not counting those who will die of radioactive exposure and injuries suffered by survivors of the attacks.

And starvation; I doubt small rural towns can handle all the urban migrants in terms of resources.

Also reading the first page of this i think we can rule out the Soviet Union as enemy because they had Moscow bombed as well, also the French who saw Paris bombed and the British London bombed can be ruled out as enemy as well, this leaves us with one enemy, its was the Dominion of Draka but one who only controls Africa and the Middle East in this universe.

Interesting. I'd imagine they'd be going for Europe soon.

This could help it explain why the Tech is a little bit ahead in this universe and why there is a secret nuclear launch basses in Africa, we could have it named differently and have it a pro-nazi ally who was neutral during the war but who felt threaten by the Allies who created the UN as a bloc to isolate them.

Perhaps a Union of South Africa that broke from Britain? Perhaps a more aggressive Ethiopia or Egypt opposed to the West?

I think a south Africa who rules a large part of Africa is more likely than a aggressive Ethiopia or Egypt.
