Chapter 33: Whiskey Hotel
Date: October 17, 2018 (Two days ago at the start of Z-Day)
Location: Presidential Emergency Operations Center (PEOC)
Beneath the East Wing of the White House
Washington, D.C.
The moment the Secret Service agents entered and informed Mattis and Azar that President Trump has ordered cabinet members to be evacuated to undisclosed secure locations. The Chief Executive's address to the nation has been cancelled temporarily since he had made sure there will be a continuation of the government. The Washington, D.C. security perimeter has been set up with every police and military contributing to the defense of the American capital. D.C. Metropolitan Police have placed roadblocks coming in from Maryland and Virgnina, except the bridge that would lead to the Pentagon. The seat of the Department of Defense was not under siege yet for now, so the President as a precaution ordered the evacuation of the Pentagon staff to the Raven Rock Complex in Pennsylvania. The Capitol Police have barricaded the steps of the Capitol building while congressmen await to be evacuated to designated locations. M1A1 Abrams main battle tanks, M2 Stryker APCs, and Humvess line the roads from the Capitol to the White House while the Secret Service set up sandbox and machine gun posts whilst snipers are posted above the roof the White House, the Blair House, and the Eisenhower Executive Office Building.
Some of the cabinet members, such as the Secretary of the Treasury down to the Secretary of the Interior, have already been evacuated. President Trump called in Mattis, Pence, Pompeo, Azar, John R. Bolton, the National Security Adviser, and Kirstjen Nielsen, Secretary of Homeland Security, to the Oval Office. Outside, they could see several helicopters and hear gunshots all around. While D.C. was fortified, some of the Infected turned meaning the enemy was already within the perimeter, albeit in low numbers...for now.
Upon entering, Trump then asked them on the progress on the war with the Infected.
"Alright Mad Dog, what is the situation on the ground?"
"Mr. President, despite the best efforts of local law enforcement and the DHS, they could not keep the outbreak contained for so long. We mobilized every branch of the Armed Forces, federalizing the National Guard, and called in all reservists to active duty. Yet, it caught us by surprise. However, since we posses superior firepower over the Infected, we have managed to stall them but major cities are a nightmare right now." The Secretary of Defense replied.
"We did our best sir, there we just too many of them happening at the same time." Nielsen added.
"Jesus...I didn't run and win for President just to deal with a fucking zombie apocalypse." replied Trump.
"And what of our forces overseas? Should we recall them home? We need everyone who could lend a hand in fighting these walking corpses."
"Sir, with all due respect, if we recall our armed forces overseas, we would look weak in front of our allies. Our enemies might take advantage of us withdrawing our forces." Bolton added. Pompeo nodded in agreement.
"Even if we withdrew them, there is no telling when they will be able to reach the U.S. mainland. Our forces in Europe and Asia have been helping the local forces quell their own outbreaks or are defending the bases they are stationed which is under siege with the Infected. 46% of the USFK have retreated to Busan while the rest is unaccounted for. We don't have the numbers for our forces in Japan since they are scattered all over." Mattis said.
"And our National Guard troopers in the U.S.-Mexico border have been stationed in defending the area from the migrant caravan have been ordered to remain incase the undead cross over."
Trump could feel his head throbbing. He wished this was all a nightmare. In his roughly two years of presidency, he had done so much things for America from jobs to defeating majority of ISIS in the Middle East. Yet, something that should only exist in horror and science fiction was already destroying his promise of making America great again. He would definitely face this with courage as he said. He would not go down without a fight.
"I'm gonna cancel my address tonight." The President said. "However, I recommend you guys be on your way to your respective bunkers. What good can this country be without a government to function."
"Mr. President, I suggest we activate the posse comitus act." The National Security Adviser said.
"Do whatever is necessary. You are all dismissed. I am staying here until the defenses fall." The President replied, being a father and captain to his men.
After the officials and cabinet members left, Melania then entered the room, offering to comfort his husband. "Honey, Barron and Don Jr., are on their way. Managed to make it out of New York in time before it became a grindhouse."
"Thank the Lord." Trump muttered.

President Trump was looking over the fortifications of the White House as he walked at the South Lawn. More and more defenders came to defend this historic building. Trump insistence to remain in Washington caused a headache among his cabinet members. He was told that the D.C. Security Perimeter would inevitably fall due to the hordes of Infected coming from Maryland. The outer suburbs were already facing constant attacks by the Infected. While heavily armed personnel have thinned their numbers, it was only temporary. Ammunition and fuel would eventually run out.
In fact because of this, Trump agreed to have important works of art and American history be moved to sites of continuation of government. As he walked, he could several staffers escorted by military personnel removing the Declaration of Independence and other memorabilia to crates before loading them to U.S. Marine CH-53 Sea Knights. The President watched as the helicopters ascended, carrying with them important pieces of American history. It reminded him of that scene in Independence Day.
Heading back to the Oval, Trump read another report handed to him from a staffer. Most of his cabinet have already left including Jim Mattis who was relocated to Raven Rock. Pence remained in the White House, as he was loyal to his President. Reading the report, Trump realized how bad the situation was in just a mere 24 hours.

Overview
Though Z-Day (codename for the time the infections were widely acknowledged by media) has been pegged to have started on October 17, 2018, there were sporadic cases of the virus reported as early as October 12 when calls of disturbances, domestic abuse, and random acts of violence around the West Coast of the United States. The phenomena, dubbed as the "Killer Pandemic" as it reached this level as of this writing, was initially reported in the states of Arizona, California, Nevada, Oregon, and Washington. It was initially thought to be disturbance until these individuals attacked police officers and fellow first responders that surprisingly made them defect to the side of the "rioters". Initially believed to be on substance, it was then discovered that these individuals were infected with new strain of virus that has yet to be identified. Initial research conducted by the CDC, the WHO, and our allies suggest it is a mutated form of rabies though further research is needed to confirm this.
The mode of transmission is through direct fluid contact such as bites from an infected individual, though scratches as well as exposure to infected blood via ingestion or open wounds can transmit the virus. Those infected with expire before reanimating into what we know call as the "Infected" or the "Afflicted". These Infected would then attack the nearest uninfected individual, regardless of relationship (family, friend, colleague, etc.). In all cases, they are seen committing acts of cannibalism in all victims that fail to escape. For those who were bitten but managed to successfully escape, they would become a carrier in which they would inevitably display the following symptoms before expiration and reanimation: fever, chills, blackened veins around bitten area, pale skin, sweating, sunken eyes, nausea, bloody discharge, nosebleed, and spasms right as the virus takes control of the nervous system.
The only way to escape from these Infected individuals would be to avoid contact and report to armed authorities immediately. Cruel as it may seem, termination of the Infected subject is the only way to prevent more infections. The subjects are only killed via severe trauma to the brain or the brain-stem as shots to other parts of the body prove ineffective and inefficient. Decapitation has proven that the heads of the Infected would continue to snap and bite. Once terminated, the remains of the Infected are to be disposed by cremation as they are considered to be a biological health hazard.

The populated territories/insular areas of American Samoa, Guam, the Northern Mariana Islands, Puerto Rico, and the United States Virgin Islands have not reported any infections so far but these may change in the next few days.
Armed Forces
- Active and reserve personnel of the five branches of the United States Armed Forces have been ordered to report for duty immediately. All Army and Air National Guard have been federalized by order of the President. Various safe zones established throughout with the military evacuating uninfected survivors. Heavy firefights between military personnel and the Infected in major cities. Our forces overseas have been recalled home but due to the situation of the countries they are situation, it cannot be determined how long until they arrive back in the U.S. Military forces in the UK, Spain, Italy, Germany, the Middle East, Southeast Asia, Australia, Japan, and South Korea are reported to be assisting local military forces as the Killer Pandemic sweeps there. Naval units already at deployment are ordered to remain at sea. So far there has been very little problems with desertion but that may change as the situation escalates. Some units are reporting supply problems due "chaotic" state of major roadways. Problem is being somewhat alleviated with the use of airdrops, but that is not a practice solution in the long term.
Law Enforcement and Emergency Services
- So far, most federal, state, and local law enforcement agencies have been deployed to combat the infected alongside the regular military and maintain order in areas yet unaffected by the Killer Pandemic. Paramedic, firefighting, and SAR personnel of all states reported to be overstretched to the limit. Most are stated to be working alongside the U.S. Coast Guard and the DHS' Air and Marine Operations in the evacuation of survivors.
Power, Communications and Infrastructure
Power grid still operational in most area's, but mass absenteeism will bring it down soon in some areas if situation does not stabilize. Landlines are jammed for the most part, particularly in the northeastern United States and parts of West Coast. Public trying to call loved ones or 911. Internet still fully functional but could get patchy over the next few weeks. Communication by social media (FaceBook, Twitter, Instagram, etc.) continues but due to the presence of unfiltered or misleading news, some secondary damage has occurred. Some cell networks are experiencing difficulties.
Major TV networks CNN, ABC, MSNBC, CBS, and Fox News continue to remain on air but may soon stop broadcasting if the situation deteriorates. Most have switched to the Twitter accounts of major news networks in delivering the headlines.
Economy
All trading on the markets suspended after USD began to fall sharply. Wall Street Trading abruptly ended while most airborne and shipborne trade have ceased indefinitely.
Education
All classes from elementary to post-graduate levels have been suspended nationwide on the orders of Betsy DeVos, Secretary of Education.
International Situation
In just 24 hours after Z-Day, the World Health Organization has raised the Pandemic Alert level to Phase 6, the highest on their scale, meaning a pandemic is now underway. France, Turkey, and India were the first countries to report similar disturbances of riots and cannibalism around the same time the West Coast had similar occurrences. Several countries have declared quarantine such as Australia which diverted in bound flights to other places. Switzerland and Austria mobilized their military early to meet the infection head on while Italy sunk North African refugee boats.
Countless American citizens and diplomatic missions around the world remain unaccounted for as reported by the Department of State.
However, despite the best methods of containment, the Killer Pandemic has spread to most corners of the world. Except Antarctica, it has been reported in all continents. Countries reporting infection as of October 18, 2018 include the following:

So far, PNG is the only country reporting infection though this may soon include nearby Indonesia. The 800 U.S. Marines based in Darwin, Australia have pledged to assist the Australians in securing the northern part of the island from possible Infected washing ashore. ANZUS treaty has been activated between Australia and New Zealand. Most Pacific Island nations have weathered the pandemic best by virtue of isolation. Assistance and security to our Compact of Free Association states: the Republic of Palau, the Federated States of Micronesia, and the Marshall Islands continue as part of the agreement made in 1994. The Ronald Reagan Missile Testing Site in Kwajalein Atoll continues to be in operation.

South America appears to combat the infection at the same pace with other countries. Brazil is hit hard due to the population density. Notably, the 2018 Brazilian Presidential Elections have been postponed. We can retreat there while we plan our offensives to retake the major cities. Of course, this would be difficult but we could give it a try."
"Hmm, that sounds promising, get me Mattis and Raven Rock on the line." The President said as a staffer handed him a phone with secure line to all important government officials and military bases still in operation.

The mode of transmission is through direct fluid contact such as bites from an infected individual, though scratches as well as exposure to infected blood via ingestion or open wounds can transmit the virus. Those infected with expire before reanimating into what we know call as the "Infected" or the "Afflicted". These Infected would then attack the nearest uninfected individual, regardless of relationship (family, friend, colleague, etc.). In all cases, they are seen committing acts of cannibalism in all victims that fail to escape. For those who were bitten but managed to successfully escape, they would become a carrier in which they would inevitably display the following symptoms before expiration and reanimation: fever, chills, blackened veins around bitten area, pale skin, sweating, sunken eyes, nausea, bloody discharge, nosebleed, and spasms right as the virus takes control of the nervous system.
The only way to escape from these Infected individuals would be to avoid contact and report to armed authorities immediately. Cruel as it may seem, termination of the Infected subject is the only way to prevent more infections. The subjects are only killed via severe trauma to the brain or the brain-stem as shots to other parts of the body prove ineffective and inefficient. Decapitation has proven that the heads of the Infected would continue to snap and bite. Once terminated, the remains of the Infected are to be disposed by cremation as they are considered to be a biological health hazard.

The populated territories/insular areas of American Samoa, Guam, the Northern Mariana Islands, Puerto Rico, and the United States Virgin Islands have not reported any infections so far but these may change in the next few days.
Armed Forces
- Active and reserve personnel of the five branches of the United States Armed Forces have been ordered to report for duty immediately. All Army and Air National Guard have been federalized by order of the President. Various safe zones established throughout with the military evacuating uninfected survivors. Heavy firefights between military personnel and the Infected in major cities. Our forces overseas have been recalled home but due to the situation of the countries they are situation, it cannot be determined how long until they arrive back in the U.S. Military forces in the UK, Spain, Italy, Germany, the Middle East, Southeast Asia, Australia, Japan, and South Korea are reported to be assisting local military forces as the Killer Pandemic sweeps there. Naval units already at deployment are ordered to remain at sea. So far there has been very little problems with desertion but that may change as the situation escalates. Some units are reporting supply problems due "chaotic" state of major roadways. Problem is being somewhat alleviated with the use of airdrops, but that is not a practice solution in the long term.
Law Enforcement and Emergency Services
- So far, most federal, state, and local law enforcement agencies have been deployed to combat the infected alongside the regular military and maintain order in areas yet unaffected by the Killer Pandemic. Paramedic, firefighting, and SAR personnel of all states reported to be overstretched to the limit. Most are stated to be working alongside the U.S. Coast Guard and the DHS' Air and Marine Operations in the evacuation of survivors.
Power, Communications and Infrastructure
Power grid still operational in most area's, but mass absenteeism will bring it down soon in some areas if situation does not stabilize. Landlines are jammed for the most part, particularly in the northeastern United States and parts of West Coast. Public trying to call loved ones or 911. Internet still fully functional but could get patchy over the next few weeks. Communication by social media (FaceBook, Twitter, Instagram, etc.) continues but due to the presence of unfiltered or misleading news, some secondary damage has occurred. Some cell networks are experiencing difficulties.
Major TV networks CNN, ABC, MSNBC, CBS, and Fox News continue to remain on air but may soon stop broadcasting if the situation deteriorates. Most have switched to the Twitter accounts of major news networks in delivering the headlines.
Economy
All trading on the markets suspended after USD began to fall sharply. Wall Street Trading abruptly ended while most airborne and shipborne trade have ceased indefinitely.
Education
All classes from elementary to post-graduate levels have been suspended nationwide on the orders of Betsy DeVos, Secretary of Education.
International Situation
In just 24 hours after Z-Day, the World Health Organization has raised the Pandemic Alert level to Phase 6, the highest on their scale, meaning a pandemic is now underway. France, Turkey, and India were the first countries to report similar disturbances of riots and cannibalism around the same time the West Coast had similar occurrences. Several countries have declared quarantine such as Australia which diverted in bound flights to other places. Switzerland and Austria mobilized their military early to meet the infection head on while Italy sunk North African refugee boats.
Countless American citizens and diplomatic missions around the world remain unaccounted for as reported by the Department of State.
However, despite the best methods of containment, the Killer Pandemic has spread to most corners of the world. Except Antarctica, it has been reported in all continents. Countries reporting infection as of October 18, 2018 include the following:

A few personnel in Singapore and the Philippines have remained as no infection has been reported in those areas for now. Our joint military base with the United Kingdom in Diego Garcia remains in operation.

Canada is currently deploying its armed forces to the U.S. border but despite this, some Infected manage to slip through. National Guard troops deployed since the start of the migrant caravan crisis have assisted the CBP, DHS, USBP as well as the Mexican Federales across the border in eradicating crossing Infected from both sides. The Panama Canal remains in operation for now but due to the small size of defenders, this may soon change. Caribbean islands have not reported infection so far.

So far, PNG is the only country reporting infection though this may soon include nearby Indonesia. The 800 U.S. Marines based in Darwin, Australia have pledged to assist the Australians in securing the northern part of the island from possible Infected washing ashore. ANZUS treaty has been activated between Australia and New Zealand. Most Pacific Island nations have weathered the pandemic best by virtue of isolation. Assistance and security to our Compact of Free Association states: the Republic of Palau, the Federated States of Micronesia, and the Marshall Islands continue as part of the agreement made in 1994. The Ronald Reagan Missile Testing Site in Kwajalein Atoll continues to be in operation.

South America appears to combat the infection at the same pace with other countries. Brazil is hit hard due to the population density. Notably, the 2018 Brazilian Presidential Elections have been postponed. Safe-zones are said to be established around the Amazon rainforest, the Andes Mountains, and several Spanish fortress and Incan settlements in the area.
*We believe that the list may soon change as countries not previously reporting infection may do so in the next few hours or days.

"Not yet sir." Bolton said. " We still have chance in fighting this thing. The continental U.S. is blessed with having a diverse geography. Our forces can set up safe-zones along the Appalachians, the Everglades, the Rockies, the rural parts of the Pacific Northwest, Alaska and the Aleutians, and the Hawaiian Islands. We can retreat there while we plan our offensives to retake the major cities. Of course, this would be difficult but we could give it a try."
"Hmm, that sounds promising, get me Mattis and Raven Rock on the line." The President said as a staffer handed him a phone with secure line to all important government officials and military bases still in operation.

Also since those are normal zombies rather than the intelligent kind from the Crossed then heavily armed states such as the US should have a decent chance of simply using massed firepower to kill the bulk of the infected. Longer term, especially in rural areas there are dangers of running into isolated zombies and the need to hunt them down before they can infect others but if you can keep systems running for a month or so in the developed world the worst should be over.
