I think this means the Soviets emulate their Imperial Russian predecessors in 1815 in reaching Paris. Imperial Germany will have a lot of fresh manpower but Nazi Germany has lost the vast bulk of its industrial base and leadership and 1914 Prussia, even apart from any confusions and hostility between the two simply doesn't have the technological base to realistically aid in fighting the Red Army.
I'm not sure that the west can do much in time unless you get a decision by the Germans to surrender to the west to avoid Soviet occupation. If so what happens to the Kaiser and his government, depending on where the western and Soviet forces meet up could be interesting.
There are going to be a number of people who probably exist in both 1913 and 1943 versions, for instance Wilhelm II lived until 4th June 1944 in exile in the Netherlands so if he meets up with his younger self that would be an interesting conversation.  |

On this point the Red Army, Yugoslavia and Ceaușescu's Romania will be in full agreement. Which will be a resounding thud! The west will be confused and concerned but are unlikely to risk war over a WWII Axis ally.

Allies/Soviets have 1945 technology EXCEPT ATOMIC BOMBS at the start of the Second Sino-Japanese War, July 7th 1937
Quanity of weapons, vehicles and equipment stays the same so China still has very few tanks and planes though they are changed into 1945 versions
Not sure how France, Norway, Yugoslavia and Poland would react to having better technology
