  That sounds like a very quick curb-stomp as they - the pirates anyway - will be detected and overwhelmed fairly quickly.  The assorted colonial possessions will be a bit of a problem but largely for logistical reasons.  Does the Caribbean in this case just include the islands or also bordering lands?  In which case it would include a chunk of the US from Florida to Texas and also at least some of Mexico, the central American states and Columbia and Venezuela along with possibly at least some of Guyana, Suriname and French Guiana .  No way the US or anyone else are going to allow colonial possessions and slavery to survive in their own back yards.  Also going to be problems with disease with a lot of things like malaria. smallpox. yellow fever and the like all too prevalent.

  If it does include the coastal nations at least in part a lot of oil and gas capacity is removed as is the EU's space-port in French Guiana along with the Panama canal.  Along of course with tens of millions of people.  If the mouth of the Mississippi is affected it could put a serious kink in the US and world economy.
