I clicked the link. The USS Carl Vinson CSG would have been ISOTed too. But she is not in Guam at the time of the ISOT. She's the closest large naval unit to the Philippines. I am not sure if the OP intended the SCS to be part of the ISOT.

I gathered some input from the other forum. Many agree that the Philippines would be the most powerful nation in the Asia-Pacific while Cuba would dominate the Caribbean. One OP suggested that once Emperor Meiji gets into contact with 2021 Filipino diplomats who will tell him what will happen to Japan in 50 years, he would be at a disbelief at his successors. He would probably have a heart attack hearing of the atomic bomb which flattened Hiroshima and Nagasaki.
Every country would suddenly want an M16, M4, and R4A3 that the Philippines, Guam, and Puerto Rico has along with the AK-47s and FN FALs the Cubans possess. There may be an early development of tanks based on the tracked IFVs the Philippine Army has along with the T-55s the Cubans have.

"Strange looking aircraft," he says. The Puerto Rico Air National Guard only has one C-130, replaced after the one assigned to it crashed in 2018. Their F-16s were transferred back to the mainland in 1998.

Maybe a flyby by strange aircraft would convince Dewey of something supernatural. Couple that with MiGs, Sukhois, and T-55 tanks. Ah Lordroel, the OP specifically states the Philippines, Cuba and Puerto Rico so think Guam is still in 1898 Spanish hands.
In terms of threats to the US fleet arriving at Havana I would say the a/c and anything which mounts torpedoes would be the big threat if a clash happens. Pre-dreads and cruisers in 1898 are fairly weakly defended against torpedoes and at that date "what the hell's an aircraft!".
