'Armed Libertarians To 1776'. You sure love Libertarians do you Zyobot. Well, I enjoy scenarios involving them—especially when they stand a chance of making a difference. Plus, I’m sympathetic to the case for libertarianism myself (even though whether I entirely agree with it is another concern altogether).

Once they gather their bearings as much as is immediately possible, I assume you’re right. Maybe they can follow up introducing themselves with a “strong suggestion” that the European empires “play nice”, and just so happen to demonstrate their firepower by, say, dropping a nuke somewhere in the ocean so that they have a semblance of what the consequences will be if they don’t try and get along. Granted, maybe dropping bombs—even on uninhabited targets—might make them look unhinged to the rest of the world, but I’m guessing that 2004 America has other ways of showcasing its sheer dominance. And since it’s holding a presidential election year, how might the 2004 (or rather, 1914) election unfold ITTL? In addition to the obvious questions of how the US will recover from the loss of its uptimer trading partners and what its role in global affairs ought to be, they’ll also need a plan to reintegrate downtimer Americans who were overseas when the ISOT happened.

Maybe he'll pull some strings behind the scenes so that Dubya the Younger gets a leg-up in life compared to how he ended up IOTL, which was still at the highest office in the land (however unpopular he was at the time).
