I suppose it’d become “merely” disruptive and obnoxious after the shock of it playing the first few times, but especially when Stalin’s tired and heading to bed. Maybe he’ll stay in one room for a couple of hours before falling asleep to mitigate that problem when he’s tired or something. There’s also the fact that the lyrics are in English, so Uncle Joe & Co. may not be able to understand them. And having a translator make sense of it for them is no fun, so...

In short, anarcho-capitalism is a socioeconomic system in which there's no government--leaving society to a total free market and people to make decisions without a centralized state forcing them to go along with its own choices. To do so, they live by this maxim called the Non-Aggression Principle, which holds that coercion is wrong (though responding to someone else initiating aggression is still deemed acceptable).
If you want to hear an explanation from some its actual proponents, though, here's one by some self-identified anarcho-capitalist content creators active online. Anarcho-Capitalism: The Ultimate Guide

Thanks for the explanation. You're welcome. Having some ultra-libertarian Justices sitting on the SCOTUS--rather than the liberal or conservative, Democrat or Republican dichotomy that presided over the course of recent American history--ought to cause quite a stir for the country.

'J. Edgar Hoover SI To Lavrentiy Beria'. Does Hoover speak Russian. I dunno if his OTL self did. But to ensure that he can make his way around without being even more screwed than he already is, maybe ASB bestows him fluency in Russian so that he can communicate with those around him.
He'll probably have to get used to not speaking or writing English for a while as well, considering how doing so would likely arouse suspicion and how even Beria was probably being watched by Joe Stalin and his spies (i.e. his residence being bugged by Soviet authorities, with or without his knowledge).

It would also depend on what date each is coming from and what Hoover might know of Beria and his history. Good points. I suppose that J. Edgar Hoover would get sent from right after he passes away in 1972 to old man Beria in 1950 or so, just to give him time before Stalin's about to have him purged like his predecessor, and hordes of other Soviet citizens who suffered under Joe Steel for all of those years.
Also, considering that Hoover's FBI probably has nothing on the NKVD for ruthless drive and authoritarianism, I think it'd take a while for him to get desensitized to carrying out atrocities that the man who originally owned his new body would've deemed just another Tuesday's list of tasks to complete (lest Stalin quirk an eyebrow at me [cough, cough]). That said, since he both a) presumably has self-preservation instincts and b) knows that even if he declines to enact tyrannical activities, he'll be purged and someone more willing will just do the same anyway, Hoover will probably have to perform his newfound duties anyway--however much even he would likely find them downright appalling.
